More than likely one of the 23-29 Q factory planets, specifying in Space Voyager construction. Largest in that, they inhabit the entire planet for it's resources and space.

Population: > 100 Million
Founded when several cities along the bay area began to merge about 50 years after Dagnia's founding. Heavily damaged in war. Was a major battleground between police and the mafia when the government cracked down on crime. Currently a galactic financial center in spite of being on the outer rim of the galaxy.
Famous for being huge and having many things openly sold that are difficult to find or illegal in other places, shopping in huge megamalls and giant retail stores as well as medieval Arab style souqs and mom-and-pop stores, futuristic skyline (even for the 3000's), every imaginable ethnicity in the galaxy and from old Earth.

Most of our country is landlocked, but the southwestern side touches the Indian Ocean. There, we have the port of Zaieskograd, the second-largest city in the nation. It has two sectors, Military and Commercial, with a serious emphasis on defensibility. While the city has a wide variety of living conditions and classifications within it, from ghetto to mansion districts, the actual commercial port district is NOT somewhere you'd like to be after dark...recently a few "lobbyists" managed to convince the City Utility Department to stop maintaining the street lights, and Zaieskograd is known for its corrupt police. The old addage goes, "If someone's following you in Zaieskograd...you better pray to God it's just an assassin."
Anyway, aside from the semi-frequent cargo hijacking, the port is a great place to dock and trade. Come on over, just stay away from the military district. We might take your freighter as a disguised troop carrier and pump deadly chemicals into its hold...again.

Vitius III is The Largest Port in the Empire, An is in The General System where we have Very Large Things. It receives our Massive Cargo Liners that Constantly Zip in an out of the System Regularly.

However, The Second Largest is the Most popular, because it is in the Cassius System, and the Selected Port for the Royal Navy, thus, the Vestige itself is Docked here for the majority of the time.

But, there was once an Even Larger Port than Those two Conbined, Port Virgil. Which was Misfortunatly Destroyed when the Planet it was Orbiting Imploded and Unexpectedly Sucked in the port with it.
