Not questioning your motives, but your methods, frankly, waste quite a lot of money which could be spent on many things (corrupt officials, betterment of the people, the military, etc). Imagine all the money you'd save from forsaking all those methods and simply hanging/shooting/burning them.

They usually get...rid of themselves for us. They leave the nation or adapt to the fact that accumulating wealth is impossible in the free territory. Some try to sell illegal goods, or hoard precious metals. These we send to communal farms, where they own nothing at all.

There are some unteachables, those we put under surveillance, to make sure they do not actually succeed in their little schemes. They, like addicts and other undesireables, are the sad remnant of the old society. We try to cure them, to help them, but as with an alcoholic, the first step would be admitting the own fault. They often refuse to do even that.
