How Do The Mercatorum View Your Nation?

As a part of our long awaited blossoming onto the stage as an international power, The Most Serene Confederation has decided to survey it's neighbours and the international community at large in order to determine potential friends, allies and dangers. So here it is, What do The Most Serene Republics; the beacon of civilization, the torch of liberty and the ever-flowing font of prosperity and enlightenment think of your nation. It is said that the Mercatorum are a discriminating people, though we may be friendly we know what we like and where our friends lie. So how do you fare? Are you simple barbarians or proper cultured folk, bastions of liberty or iron fortresses of brutality and tyranny, champions of virtue or vice. We seek to find out.

It however so very simple to ask about dreary politics and policy and so very narrow-minded to judge a nation on such things alone. It is our attempt here to create a real evaluation not just of your government but of your nation and society as a whole. As such we have included a section on your culture and society, we hope that in doing so we learn more about your people. We would prefer both questionnaires to be answered in the same post.

The Republic of Valcluse has much to it's merit in the eyes of the Mercatorum. It's laissez-faire free market economy and libertarian ethos are looked upon very favourably by our nation which practices much the same policies. We were happy to see that you do not punish prostitution and thus we hope your streets are a little safer and we are glad that you generally carry through with libertarian ideals in your policies.

However we found some hard spots, while the extent of which gun ownership is "restricted" is up for question, any restriction is generally looked upon unfavourably, particularly in a nation where citizens are encouraged to own and carry weapons. The prohibition of certain drugs, particularly marijuana is seen as unnecessary and wasteful use of police resources in the Republics, though nonetheless we will be certain to make note among the various trade guilds that drugs are not to be traded with your nation.

Nonetheless the Confederation wishes to extend it's hand in friendship to your nation and hopes for future benefit and peaceful trade between our nations.

Though we do wish we would have something to say about your culture, we are certain that with such libertarian ideals and policies active in your nation you must be of an at least a partially civilized sort. If this is not so then in time the light of the Republics will civilize you as all other barbaric peoples.

Upon Careful Consideration, The Most Serene Confederation sees great promise in it's future relations with the Unified Kingdoms of Conoga, while operating as a Traditional Constitutional Monarchy worried some within the review board, it is clear that the people of Conoga live freely and prosperously under a benevolent, liberal and constitutionally bound ruler. We are particularly happy to see that the wise government of the Unified Kingdoms has not prohibited the drug or sex trades and allowing legal gun ownership is a great bonus as well, this will mean even greater economic opportunities between our nation. Though it must question the wisdom of allowing these trades while prohibiting alcohol. Surely if the wise officials of the Kingdoms understand that prohibition of drug and sex trades are more costly and damaging then their legal counterparts the same would go doubly for alcohol. It seems the famous wineries of the Cerescia will not be heard of in Conogan lands.

In conclusion the review panel could find little fault with Conoga, aside from it's paradoxical alcohol prohibition. The Confederation identifies Conoga as a potential friend and definite future trade partner.

The King is quite hostile to democracy in all its variations. He views it as a soft and corrupting version of socialism and the most sinister. Being an anarchy however, Distruzians enjoy the freedom of local self-determination. Each City-State, upon negotiating their charter with the King and the Church (both the Catholic and the Communion of Orthodox, Eastern Catholic, Anglican, and other churches) remains free to adopt its own peculiar political orientation. There are a small number of democracies on the western-most island of the Realm but, for the most part, democracy is highly resisted and openly condemned Realm-wide. Democratists are viewed with great suspicion and are best advised to avoid making their political orientation widely known.

Absolute Monarchies are considered, by the King, to be ill-advised and against the best interest of the people. Constitutional Monarchies are viewed in a more cynical light as the Monarchs tend to be trapped in a web of democratic institutions that each vie for control of both himself and his subjects. Antonio recognizes that the competition for influence among the several polities tends to allow for freedom of the individual subject, but his concern is well-founded given the decivilizing encroachment of egalitarian principles as they inevitably strip away the prestige of the Monarch.

Obviously the King is quite favorable to the anarchists and their varieties. He appreciates voluntary association for what it is, no matter the flavor - be it communist or capitalist. Among the various other forms of political associations, Antonio tends to view Republicanism as the most favorable of all the democratic political orientations. So long as a philosophical adherence to federalism is maintained, he finds Republics to be quite amicable. Oligarchy, Dictatorship, and Fascism each have their merits, and Antonio is not in the habit of casting the first stone. Therefore the King insists on an individualist basis for judgement when it comes to relations with particular regimes. Although he prefers anarchy, he is not above allying himself with a totalitarian regime.

General Information

Nation Title: The Batory Empire
Form of Government: Absolute monarchy, meritocratic bureaucracy and semi-federalist provincial administration.

Political Orientation: Difficult to describe. Ruthlessly pragmatic, one might suppose.
Economic Orientation: The same. In theory, libertarian, in practice, mixed economy.

Section 1. Political Philosophy:

Democracy:
    Representative Democracy: Suitable for governance only if there is some oversight. Otherwise, extremely prone to corruption. Used by some of our provincial governments.
    Direct Democracy: Suitable only for referenda and governance of very small communities. Works reasonably well in these circumstances, and is occasionally seen, especially at the local level, within the Empire.
Monarchy:
    Absolute: Obviously we approve, as we are one. Generally these work best with very clear systems of succession, as well as a generally meritocratic government below the monarch herself.
    Constitutional: Also works well and is a good balance to a representative democracy, giving the latter some oversight with more long-term views of issues. Some of our provincial governments use this.
Oligarchy: That really depends on the oligarchy. Some are reasonably good at administering the area under their control, while others are hopelessly unstable. Succession also tends to vary quite a bit in this arrangement, so it's not something we can make a blanket statement about.
Republicanism: A form of representative democracy that can sometimes work but is often extremely prone to corruption. Still, with oversight it can work, and does, at the provincial level.
Dictatorship/Totalitarianism: Like absolute monarchy, but without the style, and usually without any stable form of succession or legitimacy. Often dangerously unpredictable and unstable.
Fascism: We will form a coherent opinion of fascism when fascists can form a coherent definition of this ideology. None can seem to agree what exactly it is. To us, it appears to be a movement that often defines itself in opposition to other ideologies in whatever society it springs up in, and so often varies considerably. We don't think defining oneself in opposition to something else is a good thing.
Anarchism:
    Anarcho-Capitalism: Doesn't end up lasting long, and develops into a state like the Batory Empire (the Empire is technically the family property of the Batory clan, ruled over by their matriarch), and that's if people are lucky enough that the largest property owners are civic-minded. Ultimately, how it can really be capitalism is debateable, as capitalism requires enforcement of property rights... without a government to do that, one can simply kill someone else and take their property if the original property owner is not strong enough to stop said assailant.
    Anarcho-Mutualism: We're admittedly unsure of what exactly this means.
    Anarcho-Communism: Idealistic and unrealistic, like all forms of anarchism we know of. Sociopathic or merely ambitious demagogues with a bit of charisma would doom such an arrangement.
Socialist Vanguard State: Too ideologically rigid to work all that well, politically uncertain and often unstable.
Theocracy: In our experience, religion is too inflexible in its principles to make for good government, which has to adapt and sometimes choose the lesser evil. Politics, on the other hand, is a dirty game, and a religion's purity won't long survive the amount of contact with politics that theocracy requires.
Secularism: Generally a good thing, making religious matters a domain that the government is unconcerned with.
Authoritarianism: Obviously, politically, we are authoritarian. The Empire belongs to the Batory Matriarch, and so she is the only one with a right to political power. For everyone else, it is a privilege.
Libertarianism: The Empress enjoys her property rights. However, she will admit that usually libertarianism is a shortsighted venture unable to cope with many problems.
Conservatism: The meaning of this term depends entirely on the society in which it is used. Essentially, a conservative favors only minimal change to existing/traditional social and political norms. However, a conservative in the Batory Empire favors different things entirely than one would in a society with norms more influenced by Abrahamic religion and such. For example, in the Empire, conservatives are against introducing Empire-wide democratic institutions, are outspoken supporters of the Empress, are against introducing any restrictions on abortion, are against introducing any restrictions on public nudity, and favor continuing to use human sacrifice as the Empire's death penalty, as well as often being somewhat anti-Christian and anti-Muslim.
Progressivism: Another term whose meaning depends on its context.
Militarism: The Empire is fairly militaristic, as many empires tend to be, encouraging strong pride in the military and spending quite a bit of the budget on its upkeep.
Pacifism: Noble but naively unrealistic.
Nationalism: The Empire is of mixed opinions about this. As a multi-ethnic state, it promotes pride and loyalty to the Empire, but discourages ethnic tensions as much as possible.
Internationalism: The Empire is ambivalent about this. We're somewhat isolationist beyond our alliance.
Individualism We don't hold much of a strong opinion about this. The Empire generally lets individuals live their lives as they want, but to the Empress, individual lives, even her own, are insignificant in comparison to the needs of the Empire.
Collectivism: See above.

Capitalism: Works well, but only when well regulated. Otherwise can lead to absurd abuses.
Communism: A nice idea, but ultimately too cumbersome to work.
Socialism: The Empress uses some socialist policies in her property management.
Free Market/Laissez-Faire Economics: Irresponsibly short-sighted and naive.
Mixed Market/Third Way Economics: Somewhat descriptive of the Empire.
Centrally Planned/Controlled Economics: Idiotically unwieldy.
Gift Economics: A nice idea, but unworkable on a prolonged, empire-wide basis.
Traditional/Primitive Economics: Workable for small communities.
Agrarianism: Well, food is necessary...
Corporatism: Dangerous and often abusive.
Welfarism: Welfare states can be taken to excess as well.
Syndicalism (Trade Unionism): We have an archaic form in the guilds.
Globalization: Neither good nor bad. It's a mixed bag.
Free Trade: We don't adhere to such ideologies, it doesn't allow us economic flexibility. We certainly care about the interests of the Empire more than any economic principles of freedom.
Fair Trade: Same.
Protectionism: The Empire has some protectionist policies and reserves the right to step in.
Feudalism: Leads to political instability.
Environmentalism: The Empress is a former priestess. Her patron goddess, among other things, is an earth deity. Environmentalism is a religious imperative for the Empress. Besides which, if the environment goes, many other problems will be so insignificant as to not matter at all.
Consumerism: Somewhat disturbing.
Racism: Idiotic. There are only two races of humans in the Empire. Moroii, and everyone else.
Multiculturalism: Good so long as it does not lead to infighting. The Empire is a highly multicultural place.

Private Property The entire Empire is private property. The Empress' property. Functionally though, property rights of subjects are usually respected, as the Empire functions more like well regulated capitalism on a day to day basis. However, eminent domain and seizure of assets are VERY easy.
Freedom of Speech: Subjects are allowed to criticize Batory policy to their heart's content. The line is drawn at advocating their removal from power, however, or assassination, or overthrowing the government.
Freedom of Association: The government does not concern itself overly much with who citizens associate themselves with. To a point.
Gun Ownership: Anyone with the proper licenses can own a shotgun or hunting rifle. Military equipment, however, is for the military.
Abortion: Totally unrestricted in the Imperial Province. Viewed as much safer than the prior methods (infanticide), though in remote areas those are still practiced.
Gay Marriage: Perfectly legal, always has been.
Alcohol: Legal and widely enjoyed. No age restriction in the Imperial Province.
Tobacco: Legal, not quite as widely enjoyed. No age restriction in the Imperial Province.
Drugs:
    Cannabis: Legal and widely enjoyed. No age restriction in the Imperial Province.
    "Soft Drugs": Mostly legal, fairly common. Some age restrictions apply.
    "Hard Drugs":
Opium and coca are legal. Age restrictions apply. The Empress herself is an occasional opium smoker. Methamphetamine is illegal, however.
Censorship: Used to guard state secrets. Not used for violent or sexual content of writing or visual art, however.
Prostitution: Legal and in the core provinces, and northwestern provinces, it is a highly respected profession. The Whores' Guild in Sarkanotthon (the capital city) is viewed as a pillar of society and also contributes heavily to charity.
Slavery: Legal as part of the justice system. Those convicted of some crimes are enslaved, for sentences between one and twenty years, typically. Longer sentences have been known to occur, but are incredibly rare. Important to note that children of slaves are NOT enslaved.
Age Of Consent: Varies by province. 12 in the Imperial Province.
Freedom of Religion/Conscience: The Empress does not care what gods, if any, subjects pledge their souls to, as long as they know that they owe their taxes (technically rent) to her.

Musicians: Similarly to the above two groups, musicians are viewed with quite a bit of respect, generally. There are however, a lot of casual musicians and singers, as traditional culture in the central Empire and Northwestern Provinces is quite musical (practically everyone can sing traditional folk songs, etc.). Again, concerts, opera, ballet, as well as less formal performances are quite popular forms of entertainment.
Clowns: Most people just "don't get" clowns. It isn't that they hate them, they just don't understand them.
Writers: Generally favorable, though that depends if the writers are good. Batory culture tends to be quite literate, and so even writers who aren't all that famous tend to find a lot of readers if they're decent.
Intellectuals: Mixed. The pursuit of knowledge is always good, but navel-gazing and disconnection from reality and different people is not so productive.
Scientists: Generally favorable, regarding their work as highly important and, perhaps sometimes naively, scientists as being trustworthy in general.
Entrepreneurs: Starting a business is a difficult, but generally good thing as long as you're being ethical.
Industrialists: Society is a bit more wary of these, as is the state, watching carefully for signs of monopolizing and abuse.
Missionaries & Priests: Priests of what? Abrahamic religions have made long strides in that public opinion of them is now generally fairly neutral. Missionaries of these religions used to be viewed as automatic sacrifice material.

Popular Music: Too many to name. Folk music of various kinds is incredibly popular, as is rock/metal music, jazz, industrial, and various combinations thereof.
Orchestral Music: Empire styles tend to resemble those of the Romantic and Neo-Romantic styles, albeit occasionally being jarringly foreign due to not really being a 'western' society, blending in traditional and even pagan spiritual musical ideas.
Jazz & Swing Music: Jazz is a genre of popular music.
Popular Dance: Popular dances in the Empire often shock foreigners in that they're frequently so blatantly sexual.
Ballet: Quite popular, though costumes tend to be rather on the odd side compared to western societies.
Theatre: Also quite popular.
Opera Again, very popular, though musical style is often somewhat different.
Popular Sports: Various traditional games, boat racing, footraces, etc.
Gladiatorial Combat: Fully legal, and often well paying.
Popular Art: The western genre of "pop art" isn't all that popular here, as people think it just looks like foreign advertisements in many cases.
Modern Art: It really depends on the style, though all styles have their fans.
Traditional Art: The styles traditional to the Empire are a bit different to those in foreign lands. We didn't really have a "renaissance" due to not really having dark ages (we never forgot how to do linear perspective, for example, and secular subjects were always quite acceptable). Traditional hyperborean art is often shocking to foreigners due to having very different norms about what is "tasteful" to depict in terms of violence and sexuality, with the latter often being depicted somewhat graphically in works not considered domestically to be pornographic. As well, while often quite realistic, depictions of people tend to differ in style here from much western art. The works of Rubens would be viewed as heavily stylistic and not very realistic here. Some speculate that this comes from different gender roles here. As well, much art is heavily stylized drawing from traditional folk art styles (ancient Celtic and Norse artistic designs would be most similar).
Popular Fashion: Often rather archaic looking in that formal wear has in some ways changed little in a thousand years in the Northwestern and Imperial provinces. As well, highly affected by the attitude that clothes exist purely for two functions: protection from the elements, and decoration... NOT for modesty or hiding parts of the body. Thus, many garments tend to not hide very much, draw attention to certain features, or even outright expose erogenous zones. Clothing does tend to be highly varied due to the multinational nature of the Empire's citizenry, however. In large cities like Sarkanotthon (especially this one, actually), one can see an enormous spectrum of different clothing styles. Additionally, body painting and tattooing are extremely common, since the popular attitude is that the body is something to be freely decorated according to the individual's choice.
Popular Food: Also extremely varied due to the multi-ethnic composition of the Empire. You could probably eat a different kind of food every night for a week or maybe even two in many major cities, and even some minor ones. Pork and venison tend to be as common as beef and chicken.

Public Nudity: Fully legal pretty much everywhere, not regarded as a big deal by the vast majority of the populace in the central empire (including the Imperial Province) and northwest provinces. Most favor keeping it this way. Even the Empress has been known to go out in public in nothing but paint. It's inadvisable for all but moroii (such as the Empress) during the winter in the north, though.
Public Displays of Affection: Completely legal in the central empire and northwest provinces. Even public sexual relations is legal, so long as participants are not blocking sidewalk traffic or street traffic. For this reason it's quite common in alleys, but more especially in parks and on beaches. It's also legal in the street or on the sidewalk on street fair days, when the whole street is open to pedestrians.
Gambling: Legal in some provinces, including the Imperial Province. Slot machines, however, are illegal. "Texas Hold'Em" is illegal. There are limits to how much one can proportionally gamble away in a single night.
Alcohol: No taboo there, beer and wine are quite commonly consumed, as are some hard liquors. Absinthe is a big export.
Drug Use: Not a big taboo in most cases. The Empress herself openly uses quite a few substances on occasion.
Partying: Quite common and accepted. The city watch (police) will generally react with amusement if one calls in noise complaints on weekend nights.
Gun Ownership: In the countryside, quite acceptable and normal. In the cities, sometimes this raises an eyebrow, but generally not a big deal.
Homosexuality: Most people from the northwestern and central empire think it's strange that this is an issue in some places. Condemnation of a perfectly normal practice is one of the reasons Abrahamic religions are not more popular there.
Transsexualism: Viewed as an unfortunate accident of the womb, and that transgendered people should be given what support they need in making their bodies match.
Pre-Marital Sex: Common to the point of being near universal. In fact, most people think it's strange to get married without having had sexual relations before.
Family: Very important to most citizens. Central Empire families, especially within the Imperial Province, tend to be rather complicated due to legality of both polyandry and homosexual marriage. Moroii families especially tend to be close knit, including the Batory clan, and common in the central empire and northwest.
Marriage: Viewed as an important part of life and the basis for families.
Prostitution: Highly respected, and one of the oldest and most influential guilds in the capital is the Whores' Guild. Fancy brothels line one of Sarkanotthon's main avenues.
Charity: Admired and contributed to by many citizens.

Cooperation: Favored heavily in some circumstances.
Privacy: Important to most citizens, and something generally respected by the government, though the Dragon's Claw, unlike the City Watch, needs no warrant to conduct surveillance.
Intolerance: That depends what's not being tolerated. Abrahamic religions have faced much intolerance in the past.
Feminism: Not really necessary in such a matriarchal society. However, many citizens support feminism abroad in more patriarchal countries.
Racism: Generally viewed as incredibly silly. Compared to the differences between moroii and everyone else, such differences as skin color and nose shape are insignificant.
Honour: Highly important to many citizens, to the point where duels are still fairly common (though never with pistols).
Chivalry: This form of honor is somewhat a foreign concept.

Abrahamic religions do exist but are minorities, as are atheists (not religious per se, but still an opinion on religion).
Spirituality: Varies. Some are highly spiritual and very serious about their spiritual affiliations, some are quite a bit more casual, and this is true regardless of faith.
Altruism: Almost universally viewed as good and honorable.
Selfishness: It depends on the context. Usually viewed as a personality flaw, though.
Friendship: Almost as important as family to most citizens. It's a highly social society.
Magic: Some connected to spiritual practices of a few religions. Hocus-pocus type stuff isn't taken seriously, however.

Generally speaking, the Empire practices reciprocity. That is, the Empire tends to return whatever level of friendliness or lack thereof that foreign powers exhibit toward it. The default is distant but amicable relations. Citizens tend to hold generally favorable views of other nations unless a good reason is demonstrated not to. The Empire has not had any negative interactions with the Merchant Republics, so it holds a generally positive view of said entity.

Musicians: it is seen as a job just as any other and while orchestras might become famous so are single bards unlikely to ever raise above playing on taverns in exchange for a meal, a bed, a couple of stouts of mead and a couple of coins.
Clowns: Jesters are while seen as a degrading job generally well liked at the massive parties held by the noblemen and on market days do the ones that preform earn quite a nice sum of money, people do still however hide their valuables when they do have one in their house mind you.
Writers: Good writers are often invited to parties held by the nobility where they can talk about their latest works and enjoy great respect at the schools while bad writers most likely will end up in the gutters.

Democracy:
Democracy allows the people to govern themselves, the ultimate goal of H-Alba's government. Democracy is vital if the people are to truly be free.
    Representative Democracy:
    Representative democracy does not work, as representatives can easily become corrupt and do their own biding, no longer representing those they are supposed to do.
    Direct Democracy:
    Direct Democracy is the goal and aim of the government of H-Alba. To let the people rule themselves.
Monarchy:
    Absolute:
    Absolute monarchies can fail easily and fall to corruption. We are against them.
    Constitutional:
    Constitutional and Parliamentary Monarchies can work, but they are not favoured.
Oligarchy:
We are against Oligarchies due to it being a dictatorship of a minority group of people. This allows the other people to be second class citizens.
Republicanism:
We are neutral towards Republicanism.
Dictatorship/Totalitarianism:
The Government of H-Alba strongly opposes a dictatorship. It takes away the people's right to rule themselves.
Fascism:
Fascism is extreme nationalism, something we do not support.
Anarchism:
    Anarcho-Capitalism:
    We do not support Anarcho-Capitalism. The government feels it is a strange goal.
    Anarcho-Mutualism:
    The government of H-Alba does not know enough on Anarcho-Mutualism to form a formal stance on it
    Anarcho-Communism:
    We are against Anarcho-Communism for the same reason of Anarcho-Capitalism.
Socialist Vanguard State:
Socialism allows the workers and people govern themselves more, and we are favourable towards it.

The United World Order is in no uncertain terms a nation of naked tyranny and social constraint of which the Most Serene Republics cannot abide, your centrally planned corporatist economy is the antithesis of the proper civilized manner of the Merchant Republics laissez-faire system, your nations iron-fisted and tyrannical social policies do at least apparently restrain themselves to allow the freedom of speech, we are no doubt suspicious that this freedom exist anywhere in ernest, but it is an otherwise bright spot in a very dark nation.

The only saving grace for the United World Order is their culture, which somehow in spite of their despotic government, the nation has managed to adopt proper civilized respect for the arts and music as well as being properly dressed, a rarity in this day and age. However your treatment of minorities, lack of respect for women, promotion of sexual discrimination and vile cultural values all brand you as backwards barbarians.

The Merchant Republics sees fit to pursue a live and let live policy towards the United World Order, at least until such a time that the internal contradictions of it's economy cause it's untimely collapse, whereupon the Merchant Republics will happily swoop in to collect up the remaining pieces of your society into our glorious Confederation.

It should be noted that several members of the panel had to be excused from this review because of fear they would have damaged something in a fit of anger whilst reading.

The Most Serene Confederation would consider Sacra Terra to be a vile and backwards society, no wait, to call it "backwards" would be an insult to barbarians, who have at least a naked freedom from which they enjoy their primitive lifestyle. it is in every sense and manner utterly intolerable, starting politically such despotism reaches new heights of villainy as your people slave under a supposedly Immortal Emperor whom they are forced to worship as a god. Their hive-minded command economy must only serve to grind any lingering economic talent into dust and we fear for well-being of their Sacra Terran Man.

The Cultural Reviewer, Miss Linda Van Der Lyons has refused to give a full review saying: "Any nation which treats artists so poorly merits no further review."
