Narrative:
On the above date and time, I (Unit 791, cruiser #533) was dispatched to 1991 S. Euclid Ave, Subrosa by Central Dispatch (Dispatch number 0089, dispatch time 0203 hours DCT)) on a report of a robbery in progress. Caller in (Huston Lamar Jones - SPDWS-09-18-2010-04) reported two black males, both in dark clothing, and of average height, wearing bandannas concealing their lower face, had entered the the establishment (a liquor store) just before closing and displayed a silver semi-automatic handgun, demanding the clerk on duty (Laura Sipes, statement number SPDWS-09-18-2010-05) hand over the contents of the register. Caller in was frantic, and call taker reported hearing commotion in the background,. Dispatch issued a tone for code 3 response at 0203 hours.
As evidenced by the MDT, I was on scene at 0205 hours. Upon arriving on scene, I observed two black males fitting the description given by dispatch exiting from the front entrance to the establishment. Also, I noticed a third party, a female I assumed to be the clerk, being drug by one of the subjects out of the building. Since the call indicated the subjects were armed, I drew my duty weapon and ordered the subjects to hold their position, and to lay face down on the ground. The subject not holding Ms. Sipes thrust his hand int his pocket, where I could not see it. Fearing he was attempting to retrieve a firearm, I discharge four (4) rounds, striking the subject in the chest and groin. At that time, the second subject used Ms. Sipes to shield himself, and withdrew a semi-automatic hand gun from his wasitband. He was holding Ms. Sipes in such a way that I could not fire for fear of hitting the hostage. I took cover behind my patrol car and ordered him to release the woman and drop his fire arm, he replied "Fuck you, cop, you ain't taking me down, I'll kill this bitch, and your bacon ass too if you follow me."
At that time, Ofc. Jenna Spears (Unit number 797, cruiser #456) arrived on scene. Her vehicle came to rest to my and the suspects left. she exited her car, weapon drawn, and ordered the subject to release his hostage. Using Ms. Sipes as a shield, the suspect then forced her into a red Road King Impasta, (Subrosa plate #SRD8779)
I used my potable radio to inform dispatch of the situation, and request medic response for the injured suspect. At that time, dispatch issued a sector wide "signal 99" and indicated the patrol sergeant, Sgt. Emily Sullivan, was en route. As this was occurring, Ofc. Spears attempted to approach the vehicle, crossing behind it towards the passenger side. The suspect placed the vehilce in reverse, and struck Ofc. Spears. I heard her life sign monitor issued a second code 99, informing dispatch that the officer was injured, giving the location as 1991 S. Euclid. The vehicle continued over Ofc. Spears and proceeded south on Euclid towards Jefferson.
I advised dispatch that Ofc. Spears had been struck by a vehicle, and requested a second medical apparatus be dispatched. Dispatch upgraded the code 99 to a city wide 99, and informed the Subrosa Country Sheriff's Office and Subrosa Prefecture Police department, in addition to other surrounding jurisdictions, to the situation. I quickly attempted to check Ofc. Spear's injuries, and for her unconscious. She was bleeding professedly from an unidentified wound and appeared to have several broken bones. Unable to administer first aide, I moved to check the condition of the suspect. I found that he had succumbed to his gunshot wounds. I continued to secure the scene waiting for other officers to arrive. Ofc. Jim McConnel (Unit 592, cruiser #777) relieved me of my post at 0241. He advised that the suspect had fled on foot after crashing his vehicle with police units in pursuit, and that Ms. Sipes had been found uninjured in the vehicle.
