For teh ebulz, Juri decides to create a machine that will block out the sun, causing total and eternal darkness in the city of Riviruz. This machine, he called the block-out-the-sun-inator. Then, when a hero was sent out to stop him, probably some secret agent from an obscure secret agency controlled by the government, or something, but he got caught into an overly obvious trap and Juri started slowly lowering the hero into a black kettle that was filled with boiling oil.

As he did so, he begun to explain to the hero about how terrible his youth was. How everyone always made fun of him for being gay, and about the death of the best friend he ever had. Meanwhile, the hero was still getting lowered into the boiling pot of oil at a rate just slow enough for another hero to infiltrate the secret lair and foil the evil schemes of Juri.

Rhis other hero also managed to exploit overly obvious faults in the evil machine to break it, and caused humorous injuries to Juri in the process as he cried out how much he hates it when his plans fail. He then got arrested and sentenced to lifetime imprisonment for being evil and trying to block out the sun.

However, he escaped and continued on to add jaywalking on his long list of offenses.

Lifetime imprisonment in a cozy isolation cell with no chance on parole, should also probably be put in a straightjacket, even though it doesn't matter since he'll probably escape before the start of the next episode anyway, only to fail horribly at his next evil plan and to get injured horribly.

Samozniy Three Attack

Andrei Colchnyk was a technician at the Samozniy Three Nuclear Facility (operated by the Samozniy Office of Nuclear Energy, a division of the Samozniy Department of Water and Power), who was suffering from depression at the time of the attack. For reasons unknown to the Republic (to publicly released documents, anyway), when the AGA approached him for a terror attack on the Republic, he accepted almost immediately.
The Anti-Government Alliance had recently been defeated in the Second AGA Uprising, following a decisive victory in the Samozniy-Regis alliance at Operation SEVEN HILLS, the first operational deployment of THE FAMILY, an automated CAS programme. They sought to strike back at this alliance, by means of the Samozniy Three attack, synchronised with an attack on a damn in Registug, the resulting flood killing around a million outright.
An AGA sniper fired upon a camouflaged explosive charge, planted upon a structural weak point of one of Reactor 4's cooling towers. The resulting explosion caused the tower's collapse, which acted as a colossal diversion. Colchnyk's task was to get to the Central Control Room during the evacuation, and then overload the reactors, by saturating them with fuel, maxing their power outputs and removing all control rods. Members of the 3rd Reservist Division which had been deployed to the Tselinoyarsk Valley as perimeter guards, where the Samozniy 1, 2 and 3 facilities are based, caught and apprehended Colchnyk before he could complete his task. All he managed to achieve was to flood the reactors with fuel with control rods still inserted which, miraculously, only managed to 'choke' the reactors and trigger failsafe shutdown mechanisms.
Had he been successful, the estimates for the blast were expected to be of yield of 175-225 megatons of TNT. The blast would have rendered Samozaryadnyastan completely uninhabitable, and without power for the detonation would have also crippled or outright destroyed Samozniy Two and One.
A panel of psychologists attached to the Samozniy High Court deemed Colchnyk 'unfit to stand trial' due to his mental state, but the trial went ahead anyway - and he admitted to all charges.
The AGA sniper who destroyed the cooling tower (the collapse of which ruptured the #4 spent fuel storage pool, causing a localised leak of around 50 litres of radioactive coolant into the basement levels of the #4 Reactor building, which required the erecting of a pre-fab sarcophagus over the reactor) was later caught attempting to flee the country on foot by "Spetsnaz", and was "interrogated" (there is a fic for that, but I'll not share it) and thusly executed under the same charges. He refused to even state his name or nationality, but was suspected of being Totorian - a state that had split in the latter half of the 20th century, splitting into Roiliscopus, Registug... and the AGA.
The event led to the near nuking of an AGA training camp in retaliation, before regional pressure forced the Republic to stand down and instead launched the region-wide counter-terrorism campaign, known as the Third AGA Uprising. My sig refers to the AGA's latest resurgence - now globally, and they're even back in Sapphire.
Andrei was never actually a fugitive, though the AGA sniper was.

Eros
The other fugitive was Molden Bulgarin, head of the organised drug syndicate of Eros. He is believed to have been killed in the massive air and land offensive brought down upon the Eros positions when they tried to take Krasnoyarsk City. That engagement was, to date, the lone deployment of FAMILY Close Air Support aircraft deployed within the People's Republic.
Organised crime syndicates are viewed by Samozaryadnyastan as legitimate military targets due to their command structure, and are prioritised as such due to their cancerous damaging effect to society.
