While there are a large number of legal sites where one can do this, by paying a small fee or otherwise, there are also illegal sites which operate without specific consent of those holding a copyright. Taking down these sites isn't a huge government issue although a number of the larger ones have been removed in the past, and just downloading from these sites isn't illegal in itself; further distributing the downloaded music for a profit is.

What about distributing them for no profit?

As long as you can prove that you haven't turned a profit off of the music then you're fine here.

In Olexandrea you can only download song released as singles. Downloads of full albums is illegal, except when artist permits users to download it.

LOL The North Korean flag! Yup, that explains why none of your folks have internet if my assumption is correct.

Music downloads are legal if paid for. Music viewing (such as on Youtube for example) is free and legal so long as the music itself is legal. No rap music (unless its not full of cursing and swearing and GOD only knows what else LOL) and nothing thats too sexually explicit, racially provocative, etc. The Federal Protective Services (which in real life would be our version of the U.S. Federal Bereau of Investigations) has better things to do and bigger fish to fry anyways so sometimes people get away with it.

Down load? What is this, and why would you do it to music?
If you need lineart done, specifically edged weapons, bludgeons or firearms, and you need them done in a slightly stylized low-pixel way, and you need them done in under a goddamn hour, I'm your guy.

Almost all music is downloaded online these days: Cenetra has government-provided utilities, including high-speed internet, so CDs can't compete.

Unauthorized distribution of music is a violation of copyright and therefore illegal, but tracks are frequently posted as forms such as "lyrics videos" or AMVs which are protected by fair use, and music is sometimes ripped from those.

Show the true horrors of man, and it's finest creation. Death. Watch with glee as they see what we have done in the past for a man we don't know even exists. Have them peer at the suffering we cause each-other to this very day, and watch them scream, scream as they run back to wherever they came from, never to return.
