A Constitution is meant to provide a framework for your nations laws, outlining what responsibilities belong with various branches of government and what is forbidden to the government. Your mileage may vary.

Bear in mind, a Constitution is meant to be a legal framework, but your nation may ignore it at whim. The Soviet Socialist Republic of Russia wrote a Constitution that was vastly superior to that of the United States of America (they had the benefit of hindsight, since the US was among the first to draft such a document), but the ruling party essentially ignored it for the majority of the Soviet's seven decade rule.
