I agree, he is cool.

And no, he's not like Ktulu, as he is currently able to interact with the world, though generally only by making slight changes to manipulate people, however he is omniscient, and is static throughout time. Meaning he knew exactly as much in 1601 as he does now, so he knows exactly what he needs to manipulate and when in order to make sure things go according to plan. The only thing which interferes is human will, and there's not a whole lot that he can do to counter that.

Here in 1337 G4M3R5 we have only one real law...don't get caught breaking the law...the "law" being whatever the MPs and random civilians decide is worth enforcing at any given time.
