you do realize that most naval ships have a crew between forty and five thousand, right? So by this logic you have nine people, on average, aboard each ship? Unless you mean officers as in a rank...

...and even then, your nation is pretty small and I doubt it could afford that many vessels.

He's almost certainly referring to officers, but that's still considerably less than 9 per ship since you need to have ground based personnel as well. Assuming a US rate of reliance on officers, I'd guess 18,000 officers is enough to staff a balanced blue water navy of about 80 ships.

Don't know the exact make-up as it’s saved in my factbook and I haven't gotten around to reposting yet. So, from memory.

It's around a total of 800 to 1,000 ships divided among around two dozen Aircraft Carriers, similar number of battleships and battlecruisers, 120 or so destroyers and frigates, 60ish submarines divided among nuclear attack, ballistic and cruise missile and diesel-electric, around 40ish Amphibious Assault ships of various types, 200ish patrol craft and missile boats, two or three dozen mine warfare vessels, 100rd or so fleet auxiliaries such as tankers, resupply ships, cargo ships, icebreakers, tugs, etc...

and finally around 1,000+ aircraft.

All in all, your average size navy for a nation with a very large coastline to defend as well as trade routes to supply 15 billion annoying demanding citizens.

You may delay, but time will not, therefore make sure to enjoy the time you've wasted.

Welcome to the NSverse, where funding priorities and spending levels may seem very odd, to say the least.
