The Most Serene Republic does not designate her enemies. Her enemies are those who make themselves her enemies, and, well, with both the Ponyist Coalition and TITO standing behind her, it's generally not worth it to send troops to a big, well-protected but strategically worthless island chain.

While we do disagree with communism and its other far left cousins, we won't go to war over mere ideologies as long as, well, say, human/sentient rights are being respected. It's not worth the grievous loss of life just to change how private businesses are being treated.
