Genetics has almost nothing, but education (unless you teach them how to score high on IQ tests, which is retarded) has nothing at all to do with it. It is generally the standard of living and quality of life. If you are a starving child from Somalia with no parents, and a diet made entirely of bread than your IQ will almost certainly be lower than a child from a middle class family in America or the UK.

IQ is(should at least be) a test on ability, not education.

The Icarian Minister of Education says I.Q. tests are unreliable when you have a variety of cultures. If the test results are based on a bell curve with 100 being assigned to the highest point, then every nation would have 100 average I.Q.

If you decide to give the same test to several countries at once, then it would be unreliable as questions are not geared to each culture and a generic test is not really generic.

OOC: I think it'd be silly to have Decepticons with humanlike IQ levels. Logically, they'd easily be able to add more CPU and RAM, which is the robotic equivalent of brainpower. It also logically follows that they would do just that if they found it to be a strategic advantage - and they would find that to be the case as soon as they encountered an enemy of a fairly equal physical strength. It stands to reason that they would, over time, cram as many RAM and CPU chips into their bodies as is physically possible as they attempt to maintain their advantage or surpass someone else's. Upgrades in chip technology would further increase the amount of possible processing power. If Decepticons were real, they would probably consider someone with a 450 score on the Stanford-Binet to be hopelessly dim.

My inability to actually RP an IQ of 450+ is a source of irritation to me, but story-wise, it just doesn't make sense to have it be lower.

On another note, your assertion that geniuses wouldn't be on this forum doesn't ring true. Intelligence and motivation are two entirely different qualities. One can exist without the other.
