You can be taught to properly identify patterns and train for tests, after all that is exactly what American schools do.
If anything, education has the largest part to do with it, and genetics the least.

Genetics has almost nothing, but education (unless you teach them how to score high on IQ tests, which is retarded) has nothing at all to do with it. It is generally the standard of living and quality of life. If you are a starving child from Somalia with no parents, and a diet made entirely of bread than your IQ will almost certainly be lower than a child from a middle class family in America or the UK.

The standard of living and quality of life is directly tied to education. You generally don't give a damn about going to college if you're starving and living off of Plumpy'nut. Nutrition, education, genetics, disposition, etc. IQ tests measure nothing important and are affected by too many variables to considered anything beyond a novelty, either way. Using them to measure actual intelligence is idiotic. Saying that education has nothing to do with IQ tests (which can be taught for) is silly, though. It has a fair majority of what to do with it, honestly.
