International Science Center Setup Help

Here is what I have so far:

Offical Message sent to all nations in the world
We wish to invite the world to a new Center that has just finished construction. This International Science Center(ISC) goal is to promote Scientific advancment. As well as to discover new things and share them with the international community. The ISC only conducts civilian reserch and no military reserch is allowed. All reaserch done here is open to all nations, reserch that will advance humanity. It could be anything from Green energy to a new computer chip. We ask that you send scientists and money to the ISC. It has good accomidations for the scientists, as well as Diplomatic Immunity for them. The ISC is located outside of Judea City ,which is our capital, and has a population of 10 million people. The ISC is located on 50 square miles of International Territory. It incudeds an airport and any nation may land a plane at this airport. The ISC is protected by the JCSA Military, with a full Regiment (1000 men) on duty at all times. There are 3 types of memberships to the ISC that you can get:
Gold Member:

Donate 50+ Million every year to the ISC
send 100+ Scientists

Silver Member

Donate 25 to 50 Million every year to the ISC
Send 50 to 99 Scientists

Bronze Member

Donate 1 Million to 49 Million every year to the ISC
Send 10 to 49 Scientists

The ISC shall hold elections every 2 years (1 month real time) for the ISC Head Scientist Spot. To start offMajor General Holden who is Head of Judean Scientific Center will be Head of the ISC. However once 500 scientists are working here we shall hold an election.

The above is what I have. I do not know how to put pictures on a post so if someone could tell me that would be great. Tell me what you think, if there should be edits somewhere, a spelling mistake, something i left out. Once I think this looks good I will post this as a different topic and allow nations to start using the ISC

no becuase I am now going to make the actual topic this was just initial reactions, it should be up soon
