Scientar is a country on the planet of Terra Arda. It's sapient populations consists mainly of humans. Orcs, Hobbits, Dwarves, Uruks, and Elves also make up a some of the population.

Population: Approximately 86,242,420 people
Capital City: Eupolis. Eupolis is also the largest city in Scientar, though it does not have the largest population of all the cities in Conscientia.

The encircled pines is the Co-operative emblem, which represents our co-operative economic system*. The co-operative emblem displays Twin Pines encircled because the pine tree is an ancient symbol of life and the circle has the endless quality of eternity.
Two pines are shown to emphasize the mutual nature of co-operation. The trees and the circle are dark green, which is the colour of chlorophyll, the life principle in nature. The pines also show our environment which is dominated by pine tree forests.
The white symbolises peace. Snow fall is common in winter, and the white can also symbolise this. The red symbolises socialism** and syndicalism.
The wreath symbolises the academia & intelligentsia and our devotion to science & knowledge. The golden colour of the wreath signifies the importance of science and knowledge and also symbolises wheat, representing our rich agricultural land.
The ring around the twin pine emblem is golden yellow, typifying the sun, the giver of light and life.

Climate:
Summers are generally hot, reaching peak temperatures of 37°C, and Winters are generally moderately cold. Snow is common in winter. Spring is temperate and light rain is common during spring. Autumn is generally quiet windy.

Economy and the Government

Economy
We have a economy of Market Socialism and Syndicalism. Our market socialism system consists of cooperative enterprises operating in a market economy, so that exploitation is eliminated and individuals receive the full product of their labour. All businesses are legally required to follow the cooperative principles.
Some businesses are not left to the market economy, and instead are nationalised (non-profit, state funded, cooperatives).The process of nationalisation hands over the property and earnings of a cooperative to the government.
Nationalised businesses include the banks, public transport and the national healthcare and veterinary services.
We also have follow Geoism, an economic ideology that holds that everyone owns what they create or what they are sold or gifted with, but that everything found in nature, most importantly land, belongs equally to all.

Property Laws
Property in Scientar is not ownership of an object, but ownership of an object's value. If something is your property, it means that you are legally entitled to sell that object.
If I were to say I owned a glass of water, what I actually mean is that I may justly and legally gift or sell the glass of water onto someone else.
Under law, a cooperative is seen as a single entity, hence all the members of the cooperative may legally and justly gift or sell company property onto someone else.

In Scientar, intellectual property is the common property of all. Hence there are no patent, copyright or trademark laws. Instead Authorship Certificates. Authorship Certificates are legal documents which prove that someone is the original author or inventor of a piece of intellectual property and so allows authors/inventors to take legal action against frauds who claimed to have invented/authored something which they had not.

Worker Unions
Union's duties are to negotiate with employers over working conditions and benefits. Benefits include a guaranteed wage, in the event that there is no profit or not enough. They are also tasked with monitoring the companies for regulatory violations. Union membership is voluntary. Trade/Labour unions may enforce strikes or resistance to lockouts in furtherance of particular goals.

Additional information
All workers are given shares in the cooperative they are employed at; and the shares are split equally between the members. The surplus (profit) is also split equally among the workers of the cooperative.
There is no minimum wage. A heavy tax makes it very unprofitable to pay workers less than 12 Pecuni per hour, and Employer-Employee contracts usually contain a clause dictating a guaranteed wage. Unions also ensure that their members receive a guaranteed wage through contracts and agreements with the employer.
A system of Guaranteed Minimum Income (GMI) has replaced most benefits, including state pensions*. Everyone who earns less than 12 Pecuni per hour receives it. The GMI is currently at 120 Pecuni a week.
Retirement is not mandatory; and those in retirement may go back to work whenever they want.
*People are free to save up for a private pension.

About nationalised services in Scientar
Though some cooperatives and industries are nationalised. Nationalisation in Scientar means the business operates for no profit. The only control the state has over nationalised businesses is the amount of funding they get. They are still cooperatives which manage themselves Any money that is earned by a nationalised business is taken by the state. These nationalised businesses are paid for by taxes and usually provide free services. These include the National Health Service (NHS); National Veterinary Service (NVS); and the National Energy Service (NES).
Nationalised services which provide services or goods for a price include Scientia Market; National Market; and the National Broadcasting & Communications Service (NBCS). These businesses compete with non-nationalised service and goods providers.
Nationalised services are allocated a part of their funding to be split between it's workers. This allocated "simulated profit" has a value which depends on how well the service does. This helps incentivise them.

The Government and the State:
Scientar is a liberal meritocratic party semi-direct democracy. All politicians must have a certain qualifications and standard of knowledge in order to become a legislator. Those that do not possess those qualifications are simply not allowed to be members of government. Even if one does possess the necessary qualifications, one must then be elected using Single Transferable Vote (STV) in order to become a member of government.

The Legislatorium/Parliament:
Single Transferable Vote is used to choose the parties which gain power. Parties are given proportional representation in the Legislatorium, our unicameral government. Members of the Legislatorium are simple known as legislators.
After an election an Assembly is held between the parties where they arrange themselves into a functional government. (For example, who gets what job. Each legislator is given a specific job, as they can't all have the same job. The separation of powers is practised in our government.)
The head of government holds no more power than his or her fellow legislators. He is simply 'head of department' with his job in governance being different to his or her fellow legislators. The head of government is a member of the party which received the highest number of votes.

The Heads of State
The nation has no Head of State, although the speaker for the Legislatorium is sometimes seen as the de facto Head of State.

Constitution
The nation is under the rule of law, and this rule is protected by the Constitution. The Constitution is the core legislative code of our nation and lists the rights of all those living within it's borders. It's laws cannot be changed without a national referendum.
The word of the constitution cannot be ignored. Any politician who ignored the laws written in it are guilty of treason.

The People.
We have a system of semi-direct democracy/representative-direct democracy. It's basically grants the people the right to referendum and constitutional initiative.
By calling a referendum a group of citizens may challenge a law that has been passed by Parliament, if they can gather 50,000 signatures against the law within 100 days. If so, a national vote is scheduled where voters decide by a simple majority whether to accept or reject the law. Eight Consilia together can also call a referendum on a law.
Similarly, the constitutional initiative allows citizens to put a constitutional amendment to a national vote, if they can get 100,000 voters to sign the proposed amendment within 18 months. Parliament can supplement the proposed amendment with a counter-proposal, with voters having to indicate a preference on the ballot in case both proposals are accepted. Constitutional amendments, whether introduced by initiative or in Parliament, must be accepted by a double majority of both the national popular vote and a majority of the Consilium popular votes.

The nation is divided into communes which are small administrative division. Shires separate communes, though there are a few communes which border other communes. Councils elected in the same way as the Legislatorium managed these communes. (EG: They have non-legislative power. For example, which species of tree go in the new park; or whether or not to put up a new lamp post in an area.)
Shires are neutral land that is not part of any commune. They are basically rural land and nature reserves that separate communes and keep our nation's ecosystem healthy.

Energy Information and Media Rating System

Media Rating System
The Universal Media Rating System used is not ageist - we do not insult the intelligence of the young. We know for a fact that certain material is psychological harmful to children and the mentally weak/unstable, which is why a rating agency still exists.

Rating System:

Violence - May contain scenes of people getting injured or dying, often by use of weapons. Also may contain gore and blood-letting and blood particles.

Bad Language - May contain profanity, sexual innuendo, threats, and all manner of slurs and epithets.

Fear - May contain scenes that are considered too disturbing or frightening to younger or more emotionally vulnerable players.

Sex - May contain references to sexual attraction or sexual intercourse. Also may contain nudity and characters dressed in suggestive clothing.

This rating system is used for many forms of media; including - but not limited to - games, magazines, music, television programs, and films.
As anyone can access all media, and these warnings help people avoid objectionable/harmful/upsetting media.

Extra Information
Energy is common property and free to all citizens.
All Energy production is nationalised and funded by the state. All people within the nation have access to free electrical power.
The state fits all occupied buildings with solar panels, turning cities into solar farms. Solar panels not only provide power but can provide emergency power in the event of a power cut. This goes some-way to de-centralising our national grid.

The Constitution of Conscientia

Preamble
The People in Conscentia, mindful of their responsibility, determined to live together with mutual consideration and respect for their diversity, conscious of their common achievements and their responsibility towards future generations, and in the knowledge that only those who use their freedom remain free, and that the strength of a people is measured by the well-being of its weakest members; adopt the following Constitution.

Chapter One
Article One. The Cooperative Commonwealth of Conscientia
The People and the many Shires and Communes Conscientia form the Cooperative Commonwealth of Conscientia.

Article Two. Aims
Conscientia shall protect the liberty and rights of the people and safeguard the independence and security of the country.

It shall promote the common welfare, sustainable development, internal cohesion and cultural diversity of the country.

It shall ensure the greatest possible equality of opportunity among its people.

It shall be committed to the long term preservation of natural resources and to a just and peaceful international order.

Article Three. National Symbols
The National Languages are Scientar; Westron; Quenya; and Valarin.
The National Colours are red, white and yellow.
The National Animals are any and all felids.

Article Four. Rule of Law
1. All activities of the state shall be based on and limited by law.

2. State activities must be conducted in the public interest and be proportionate to the ends sought.

3. All are equal before the law, and all are subject to the law.

4. Conscientia shall respect international law.

Calender, Time keeping, and National Holidays

Time Keeping System in Conscientia
We do not follow the conventional system to keep track of time. Instead we follow our own system, called the Universal Time
Time
Each day in the Universal Time Calender is divided into 10 Denaria (144 conventional minutes);
which is divided into twenty hours and 1 Denaria is = to 100 decimal minutes;
each hour into 50 decimal minutes;
and each decimal minute into 100 decimal seconds.
Thus an hour is 72 conventional minutes (12 minutes longer than a conventional hour);
a minute was 86.4 conventional seconds (slightly longer than a conventional minute);
and a second was 0.864 conventional seconds (slightly shorter than a conventional second).

This is a clock used in Revolutionary France, in your world. (We don't have a France.)
We use a the same clock except instead of Roman Numerals we have numbers; and we don't have that French flag thing.

Our seconds are 0.864 of your seconds. Our minutes are 100 seconds long. Our hours are 50 minutes long. We have a third measurement call a Denaria which is 100 minutes long.
Days are 86400 of your seconds; but 10000 of our seconds.
Days are 24 of your hours; but 20 of ours...or 10 Denaria.

As you can see on the example image each Roman Numeral (Denaria) has a small number on it. Our clocks also have this. It shows the percentage of the day that has passed. Increasingly often, when asked the time, a citizen will tell you the percentage of the day that has passed instead of the amount of hours that have passed.

National Holidays
Scientar has 20 official celebratory days in it's calender. Scientari holidays are notable for being non-religious.
People are of-coarse free to celebrate unofficial holidays. Yule is a common celebration amongst humans and hobbits.
After the calendar reformation there were only 10 holidays. Each was at the beginning of every month with the exception of September, October, and November. Over time this changed and holidays we added and moved.

Currency and Means of Exchange

Our currency is the Pecunia.
The plural of Pecunia is Pecuni.

Our currency has value simply becuase people are willing to accept it as currency; but has no actual economic value. Neither do commodities or goods; instead we reject theories of value, and even the idea of economic value. The cost of a commodity is simply what a seller is willing to accept and a what the consumer is willing to pay.

As our currency has no value the exchange rate is fixed by the state at 1 Pecunia = 1 [Whatever the unit of your currency is].

In order to understand this idea of a valueless currency, think of it as a ration token that is applied to all goods. A ration token which can be earned through work and you can use it to pay for stuff instead of money.

Pecuni only come in coins, called Pecuni Tokens, and in a digital form stored on a card.

Money can be organised into:
Hectopecunia (HP), Decapecunia (DP), Pecunia (P), Centipecunia (CP), Milipecunia (MP), Micropenunia (μP), Nanopecunia (NP) ... continuing for as far as there are standard prefixes for measures.

People are not legally required to use pecunia to facilitate the exchange of goods and services; they are free to use any other currency and even barter if they want. All that is necessary is for the consumer to be willing to pay for goods with something the seller is willing to accept as payment (...necessary because people are very unlikely to give you goods or services without payment of some sort). Money, especially the Pecunia, is simply the most common, most popular and simplest means of exchange.
Shops often accept foreign currencies alongside the Pecunia.

Education

The Scientari education system rejects the concept of school 'years groups', or 'grades' as they are known in America, and instead operates on a subject-by-subject competency concept where students are placed in class based on their current competency in the subject, rather than being placed within a 'year' and held back because they were unable to pass all of their classes at that specific year level.
On progresses onto the next tier of schooling by reaching a generally high standard of knowledge for each subject.
Progressing through all tiers of schooling is mandatory.

Students enter pre-school at the age of 3. Designed to help the student become used to being away from parents and become comfortable with being in an education environment. They stay here until the age of 5.

Students usually enter Minor School for primary education at 5 years old, at which point they are assessed for competency in various subjects and then placed in the appropriate classes for their competency level. As students progress through these levels they advance at their own pace, allowing them to learn at a pace suitable for them, and to allow instructors/lecturers to assess students for potential learning disabilities or difficulties.
Most students leave elementary school at the age of 10, and go to Major School for their secondary education. Students usually finish the Major School Tier of education at the age of 15 and then go onto doing their work to attain their "General Certification of Education"(GCE) qualification. Students are expected to have successfully achieved their GCEs by the age of 18 or 19 ready for Mandatory University at the age of 20.

The Scientari school system also rejects the concept of homework, as it is seen as a violation of of a student's private time, but educators will occasionally assign recommended reading or coursework, but doing so isn't a requirement. Although in order for an educator to assess one's strength and improvement it is paramount that such coursework when issued is done so that the student has a better chance at doing well on the next subject examination, which determines if the instructor recommends the student be admitted into the next level of the subject.

Scientari schools and national curriculum employ many methods of intellect enhancement to help students learn at a faster pace.

Schools and Teachers are tested every year to make sure they still meet our high standards.

Students in the Scientari school system are required to learn a set of compulsory subjects, and then a few of electives at their own discretion if they do so choose.

Culture Of Scientar

Scientari culture is associated with the country of Scientar and, sometimes, specifically with ethnic Scientarics. It has a rich history and can boast a long tradition of excellence in every aspect of the arts, especially when it comes to literature and philosophy, classical music, architecture, sculpture and painting, cinema and animation. The country also has a rich material culture and a strong tradition in technology.

Food and Drink
Scientari cuisine widely uses fish, poultry, eggs, mushrooms, berries, and honey. Crops of rye, wheat, barley provide the ingredients for a cornucopia of breads, pancakes, and cereals. Pancakes have been a traditional celebratory food in Scientar for centuries.
Flavourful soups are extremely popular. Heavy sour cream is often added to soups and salads.

Alcohol has never been popular in Scientar, as it is seen to dull the mind and has been seen as a cause of stupidity and it's taste is unpleasant. Red wine is perhaps the only alcoholic drink that has ever gained any popularity in Scientar. Alcohol has instead only gained popularity in Scientar as a medicine and as a painkiller.
Milk, however, has been very popular in Scientar for centuries. Red tea has also been an extremely popular drink in Scientar.

Italian cuisine, Rhunian cuisine and Chinese cuisine have become very popular food since their introduction to Scientar.
Scientari food is very similar to Russian food, and it has been said that Russian food has always been popular in Scientar - even before Scientarics knew Russia even existed.
