Anyone may become a Motukan citizen and there are very few, if any, restrictions.

I--------- (1) Free Market/Central Planning
There is no agency with sufficient authority to restrict the market completely. Thus, it remains effectively unregulated.

The Motukan government has no military. Instead, private agencies are contracted to provide military support when necessary. Scale does not apply.

---------- (X) Hawk Lobby/Dove Lobby
Due to the state's lack of military, war can neither be waged nor not waged. Private agencies may conduct wars if they so desire, although if they attempt to conduct such wars on soil within the country of Motuka their fellow agencies will turn against them. Scale does not apply.

The Motukan diplomatic agencies follow a fairly restricted policy regarding foreign nations: they vote for WA legislation that seems likely to benefit Motuka herself, whilst interacting with foreign diplomats to whatever degree necessary. Scale does not apply.

Does no one understand how to do this? It is very simple.

First, decide where you belong on the chart, lets say you are looking at standing army/drafted army. 10 would be completely drafted 1 would be completely volunteer, 2-9 would be somewhere in between. Lets say you chose 4 because a lot of your soldiers were drafted, but there are still mostly volunteers.
The vertical line would have 3 tics to the left, and 6 tics to the right, like so.
