It means full citizenship in return for brave and honorable service, upon completion of a satisfactory term of enlistment.

Due to his useful connections, he is made a cadet in the auxiliary legions. He will learn the soldiering trade in Legio XI, to which he has been assigned. This will involve much military training and drilling, especially if he has not had previous education in the art of war. Once he is ready, he can perhaps become a tribune.

Not quite trusted due to his politics, Samsova is made a ranker auxiliary legionnaire in Legio XVI, posted on garrison duty on North Island. He is drilled mercilessly, like the others, but given a chance to prove himself a worthy soldier, despite his Communist leanings. However, he is expected to take the oath of allegiance given to all soldiers, which requires loyalty to the Prefect and fidelity to the Fatherland. Like all soldiers, he must wear the mark of the legion, a brand on his left arm with the words Omnia Vincit Fidelis (Fidelity Conquers All).

If he proves himself, he will earn his citizenship and better pay, as a regular legionnaire.

While his religion is viewed as questionable, his politics are not offensive and his social and economic class procure for Mr. Alenkov the rank of tribune (assuming that he has military experience) in the auxiliary Legio XXIV. This is a junior officer commission, which gives him the chance to rise in the officer corps, if he proves a proper vir militaris (military man). He, too, as with all soldiers, must take the mark of the legion, however, and the oath of allegiance.
