Sure do. Here's a short list:

Our Minister of State was born in Switzerland.
Our Minister of Education was born in the Netherlands.
A former President was born in France.
A former Minister of Health was born and raised in Portugal.

Yep, our current Prime Minister was born overseas, migrated to Scanorama when she was 7.

However they must attain our citizenship (and renounce any other citizenship) before they are eligible to run for Parliament.

Megatron may appoint anyone to serve under him in any capacity. Currently there is one High General of foreign origin.

As for the Dictator's own position, whoever has the power to kill Megatron can technically take the spot. Keeping it, however, would require an incredible amount of charisma even for a native. A foreigner would have to have godlike skill at uniting people to remain in power for even a day.

First they must become a citizen, then there is a waiting period of four years before a person who is a naturalized citizen can run for office. The highest positions are for citizens born in the Free Commonalities.

Anybody who has been a citizen with proper citizenship for 30 days before Election Day may run for office.
Ovbiously you need to be elected head of a registered party or are allowed to run as an Independent etc. etc.

All political appointments are available to any Makaarian citizen. One is a citizen if any of the following conditions applies to your situation:

By birth
A. You were born on Makaarian territory.
B. You are the child of two Makaarian parents, but were born abroad.

Children born in Makaar must be presented for registration at any registry office within 30 days of their birth. Registry offices are present in most hospitals and some other government buildings; abroad, they can be found in any Makaarian embassy. At this office they are presented with a birth certificate which proves their Makaarian citizenship. Refusing to present one's child for registration within 30 days of birth is a criminal offence, and parents can be forced to appear at a registry office in police custody if they do not comply.

If you were born abroad you must register before your 18th birthday or you lose your entitlement to citizenship. If you move to Makaar on a Permanent Residence visa before your 18th birthday, you must register for citizenship within thirty days of your arrival; if you refuse, you can be compelled to attend registration by a court order and in police custody.

Regardless of the date on which you are registered, you are considered by law to have been a Makaarian citizen since the instant of your birth.

From the date of registration
C. You were born abroad and one of your parents was a Makaarian citizen at the time of your birth and you register with the Department of Citizenship and Immigration before your 18th birthday.
D. You are not Makaarian but the mother/father of your biological child was a Makaarian citizen at the time of your child's birth and you register with the Citizenship Service before your child turns 18 and you receive sponsorship of your citizenship application from the mother/father of your child (a blood test to prove parenthood is required).
E. Neither you nor the mother/father of your child is a Makaarian citizen, but your child was born in Makaar and you had been normally resident in Makaar for at least 3 years before the date of your child's birth and you register with the Citizenship Service before your child turns 18.
F. You have been normally and legally resident in Makaar for ten years.

In any of these cases, you are considered to have been a citizen since the date of your registration, unless you are born in a country where your birth did not entitle you to their citizenship, you have no other citizenships, and you register before your 18th birthday, in which case you are considered to have been a citizen since your birth.
