Draft Presented by the United Kingdom:
- The Taris region shall maintain a regional government known as the Taris Regional Assembly. It shall contain equal numbers of representatives from each nation in the region(35 per nation), known as Assembly Members (AMs) and one single Presiding Officer (PO). Elections will be held every two months on the final Saturday of the second month for the PO. The elections will be handled in the FPTP(First Past the Post) voting method of electoral colleges from each nation. (Basically the elections will be randomised by simply drawing a number out of a hat, we can try to think of a better way later and make an ammendment for it). As for legislation, each member nation will supply votes will be passed by a simple majority (each nation can submit 35 votes). It has the right to order all governments in the region to meet certain standards by dictating the percentage of government funding that various sectors recieve (i.e. Can order all national governments to spend at least 15% of public funds on education or that all national governments must maintain a Public sector that controls at least 10% of the economy.). In the event of a draw in voting, the bill will be shelved for at least 2 days and can be voted on once more before being cancelled. When a bill is cancelled it becomes known as a draft and must wait 15 days before being brought back to the attention of theTaris Regional government. Bills that pass become known as acts. The PO and his/her nation will name Acts (i.e. Healthcare Act of June 2011) and reserves the right to delay Bills by up to 5 days (almost like veto power...but only temporary). After the 5 days, the Bill can be voted on again. Essentially by delaying a Bill, the PO has skipped the bill's first voting session, giving it only one chance to pass before being cancelled. Nations do not reserve the right to leave the Taris Regional Government.
- National governments in Taris may choose to join the Taris Economic Community (TEC). In order to join the TEC, nations must meet certain requirements.They must maintain a population of at least 2 billion, a GDP per capita of at least 15,000, GDP of 50,000,000,000,000, a private sector of at least 25%, a tax rate between 15% and 70% and an unemployment rate no greater than 7%. If a nation meets all of these requirements, they may apply to join. Once accepted, nations must change their currency to the Tari. The TEC is designed to promote economic growth in the region, specifically by setting goals for smaller nations and by helping to maintain the bloated economies of larger nations. All nations reserve the reight to leave the TEC.
- The region will only ever be run by the Taris Regional Assembly, a collection of representatives, either elected or appointed, never a single leader or nation. The region rejects the demands and orders of the World Assembly, along with its leadership and structure. National governments in Taris are free to conduct both foreign and domestic policy without seeking consent from any higher authority, so long as it follows the law presented in the constitution. The Taris Regional Assembly may intervene in national policy but only if deemed necessary after a fair, well represented vote.
-All member nations will send a military force consisting of no less than 15% of their military personel to Taris to be maintained by the Taris Regional Assembly. This force falls under the command of the Taris Regional Assembly and may be used to intervene in domestic interventions (i.e. if a nation violates the constitution). Its use will require a majority vote from the assembly. A vote may also be taken to send the force abroad, but this vote must be unanimus.
-Nations may not conduct any form of unconventional warfare or commit any crimes against humanity in either domestic or foreign affairs.
-Nations may not sponsor any active terrorist groups within another Taris member state's territory.
-Nations may not conduct warfare with another Taris member state.
-Nations may place trade embargoes on other Taris member states.
-Nations may not recognise any governments who currently participate in the World Assembly.
