There are a few in the Empire, such as the Red Legion, they haven't had much success in gaining power though because the Empire is a hereditary monarchy ruled by an Emperor, meaning there are no elections. Communist organisations are legal in the Empire by the way, the glorious Emperor, His Imperial Majesty Dimitri Borischenko I, does not believe in banning organisations over their views <He's actually a democratic socialist, his ultimate goal is the dissolution of the Empire and the establishment of a Republic in it's place.>.

It's hanged is the past-tense verb, hung is the adjective. He was hanged on the rack. The coat was hung on the rack.

The closest thing we have is an organization called "The Fight for the Liberal Dragon Empire" it is an international organization which was designed to help bring civil rights to other nations. This organization does not seek to expand political interests or borders, only the civil freedoms we have. However, fringe groups in the movement have been shown to fund pro-liberal terrorism in other countries.

No, we are not bunch of filthy communists.
Of course, state tolerates communists (not that many exists though - throughout the empire, may be couple of hundred people) however populace are a different matter. In a recent study, it was found that you are not likely to be treated in a hospital, if it is known that you are communist: same with most other services. Government has defended this and declared that 'right to equality only means that the people shall not be discriminated by law however people are free to do so'.
It is also, not that uncommon to find communist being illegally lynched - not that state tries to stop it though.
