I. Overview

Founded in 2110, a natural evolution from an interplanetary alliance of three planets in a single star system into a cohesive government holding power over fifteen independent systems, the Federal Republic of Planets has existed in multiple forms since 2035, representing a continuous history of over 550 years.

Description: The flag is a 2112 redesign of the original flag of the United Federation of Planets, which was created in 2039. As such, the redesigh consists of three stripes—black, green, black—separated from each other by two narrow gold lines, the proportions being 6 : 2 : 17 : 2 : 6. The centre of the green stripe is charged with the Emblem of the Republic. The black stripes stand for the solidarity of the Federation; many races striving for one goal. The green stripe represents the vast diversity of life and wealth found within the Anulis System, and by extension the Federal Republic, while the gold stripes represent the nobility and honour following through each Republic citizen's veins. The Emblem of the Federal Republic is composed of a symbol known as the Bendu, inscribed in a wreath consisting of crossed conventionalised branches of the olive tree to symbolise peace.

III. Government

Given the immense diversity of the Federal Republic of Planets, to take away sovereignty from any one species and handing it to another would be wrong to say the very least.

As such, under the guidelines of the Articles of the Republic, the Federal Republic takes the form of a constitutional representative republic: The Republic places a great value on maintaining local sovereignty over local affairs. Each of the member worlds are left to manage their own governance in accordance with their own traditions and local laws, so long as the general requirements of membership are met and those laws do not contradict the laws of the Republic.

However, Republic law does grant the government authority to override local governance and declare martial law on a member's territory in the event of emergencies.

The Republican Senate is located in the capital city of Nei Beijing and is officially known as the Interplanetary Conference of The Republican Senate. Inside of a massive hall, the delegates, called Senators, are seated into a circle by region, with each Consul member seated at the front of their respective section. In the middle of the circle, the Chancellor, Vice Chancellor and any other distinguished member of the government are seated. The delegates are often chosen by the people of their respective constituency in general elections held every five years, with one-fifth of all representatives being up for re-election or replacement. The entire Republican Senate is made up of a fixed 1,500 Members, apportioned between provinces according to population, with every XXX,XXX,XXX citizens earning one Senate seat:

V. Republic Defence Forces

The Military of the Federal Republic of Planets, the Republic Defence Forces is the primary means of defence and offence for the Republic. The RDF falls under the command of the current Chancellor, who then delegates command to the Council of Five which serves as the Republic Joint Chiefs of Staff.

All who live in the Republic are able to serve in the armed forces, however, only those born within the defined boundaries of the Federal Republic of Planets are ever allowed to be promoted above the NATO Rank Grade of OR-3. This is so as to prevent any non-native son from ever being able to control any aspect of the military, thus being able to prevent the use of his unit against his home land. Exceptions are made, however, they are very rare, and require the approval of the Chancellor, all of the Consuls, and the Chief of Staff.

In practice, military service with the RDF is entirely voluntary; because of the Republic's massive population and therefore the large number of individuals who volunteer to join the regular armed forces, a draft has never been enforced. At the age of 18standard years (later if the species reaches sexual maturity upon a different age), Republic citizens who do not pursue a post-secondary education are required to serve a minimum of five (5) standard years in one of the RDF's five branches on active service; those who pursue post-secondary education are given the time needed to obtain their respective degree before service is mandated. After serving the required time, every Federation citizen is required to attend military training once every two years.

The training of the Federation military is divided into five levels and even then it is more specialised, dependent upon which area of the forces the Warrior will be entering.

Started at the same time as the Spartan Military Corps in AY 2054, the Federation Mandalorian Corps took a different approach to the construction of the superior soldier. At the suggestion of Chancellor Aang Kyabgon, the Council of Five began an exhaustive search in 2050 to find the strongest and best warrior within the Federation Armed Self-Defence Forces. It was at the Battle of Tezu in 2052, in which Avatarian foot soldiers manage to defeat an entire brigade of the Federation's finest that they found one Temuera Morrison; a young member of the Mandalorian Culture on Anadorâ, Morrison was a lowly Sergeant who was the highest-ranked survivor of a Federation assault. Instead of surrendering, Morrison waged full war on the Federation for nearly seven days; himself at the front of many attacks. He killed effortlessly with sword, spear, gun, tank, and tree limbs before finally defeating the 102th Armoured Brigade. After Anadorâ successfully modified their constitution as well as the Federations, Chancellor Kyabgon---an Avatarian himself---personally met with Morrison to discuss his participation in the project.

After Morrison agreed to the project in 2053, he was moved to Kamino to begin the necessary work for the Project to begin. Using various tissue samples, the expert cloning scientists on Kamino, led by Chief Scientist Tau We, began to clone 20 units from Morrison's first submission of DNA. These twenty became known as the Null-class Advanced Reconnaissance Clones, and originally showed great success. However, in their very first mission, they achieved a 8.6% failure rating, well above the 2.5% allowed by the Kaminoan scientists. They were given a new mission, and much like the first, a failure rating of 8.9% was achieved. Unbeknown to Morrison, who had taken 10 of the Null-class back with him to Anadorâ, that night the Kaminoan scientists poisoned the remaining clones to 'terminate' the Null-class. The remaining ten were hidden deep within the confines of Avatarian society until the founding of the Terra Nova colony, at which time as a personal favour to Morrison, Captain Jean-Luc Picard stowed the children away on the Enterprise and took them to the colony to live and train: As Picard was trained in Mandalorian culture, he could overlook their training regimes until Morrison himself could take over.

In 2054, the next class of Clones were created; known as the Alpha-class Advanced Reconnaissance Clones, they were a step below their Null-class predecesors; scoring an average 35% lower on intelligence tests as well as having slightly reduced muscle development. This was believed to be a result of genetic degradation, but it would not be until 2059 when this was proven with the Beta-class ARC's.

Unlike many other Kaminoan cloning projects, the Mandalorian project, known only as Project Kamino, would not modify any of the genetic template used for the clones; the only modification would be to accelerate the aging process of the clones by a factor of two. This modification meant that in ten years, a clone would mature to 20 Ardan Years and be ready for combat.

Formed the 16th day of the Eleventh Month in the 2032th Ardan Year, Republic Starfleet Command (commonly referred to as Starfleet) is the military and deep-space exploratory service maintained by the Federal Republic of Planets. Its principal functions are the advancement of Republic knowledge about the galaxy and its inhabitants, the advancement of Republic knowledge of science and technology, and the military interplanetary and interstellar defense of the Republic.

Originally commissioned as an arm of exploration, Starfleet possess know a branch known as the Starfleet Exploration Corps. These vessels are capable of combat, however, their primary purpose is to explore strange new worlds, seek out new life and new civilisations and, most importantly, to go boldly where no one has ever gone before.

II. Ships of the Line

A 'Ship of the Line' refers to vessels who primary tactic in combat is to bring the ship to face the enemy and fire either a full frontal assault or the classic broadside. These vessels are usually of a size garnishing fleet command, usually over 300 metres and are considered 'capital vessels'.

III. Ships of the Lance

A 'Ship of the Lance' refers to vessels who primary tactic in combat is to actively engage enemy forces through direct confrontation. These vessels are smaller than those of the Line and as such, generally outnumber the Ships of the Line.
