King Daciana has written a new constitution and proposed it to the Principalities for ratification:
Article 17.
Execept for the bill of rights (first sixteen articles of the old constitution) all other articles are hereby void.
Article 18.
The Crowned Commonwealth of Zyvutti is now the Queendom of Zyvutti. Only decendents of Nicholleta Daciana may inherit the throne. The first Queen shall be Izabella Daciana, and King Daciana shall be her regent untill she reaches the age of 16.
Article 19.
Each prinipality shall become a province governed by an elected provincial counsel. Provinces shall be organized into 10 Dominions. Dominions shall be reorganized every 12 years based on population distrabution.
Article 20.
The Supreme Court shall consist of a High Court and a Royal Court. The High Court shall consist of nine members elected by a 501 member electoral college to a single nine year term. Three members shall be elected every three years.
The Royal Court shall consist of the Queen and a Lord/Lady from each Dominion, all serve for life. The succession of the Lord/Lady shall be established by the 501 member electoral college. The Courts for each Dominion shall be selected by the High Court from between the nominees of the Queen and the Lord/Lady of that Dominion.
Article 21.
The Supreme Court can deam any statute unconstitutional by a majority vote of both the High Court and the Royal Court. The Supreme Court can establish common law where no statute exists. The ruling of the High Court stands unless countermanded by a greater majority of the Royal Court.
Article 22.
The Privy Counsel shall consist of Red, Gold, and Blue Chambers each with three plebs from each Dominion and three Tribunes. Each chamber is elected for 4.5 yrs, 18 months between elections of each. The two Consuls shall be women between the ages of 16 and 24, shall be appointed by the High Court from among the nominees of the Royal Court, and serve no more than twp 18month terms.
Article 23.
Each Chamber shall establish an executive committee, chaired by one of the tribunes. The Red chamber shall be responsible for foreign affairs and defense, the blue chamber for domestic affairs, and the gold chamber for fiscal affairs. Statutes may if passed by an overall majority and a majority in the most recently elected chamber; may only be passed by a majority vote in each house if vetoed by one of the Consuls, or by an overall two thirds vote if by both Consuls
Article 24.
Centries of 99 members selected by allotment shall be responsible for the selection of candidates for all elected offices, including the electoral college. Instant runnoff ballots shall be used for all elections. A votes added system shall be used for single seat elections requiring a 2/3 vote. A elimination of the least system shall be used for 2-3 seat elections.
Article 25.
Vote of Ratification shall be held on May 27th 2011
