Leader Megatron is a robot, so none of those human-centric races apply.

Still, robots aren't all alike. He is the first of the Decepticon Development Tree - the Cybertronian "race" that is the result of about a thousand years of Decepticon-specific design and manufacturing practices. (Since current specimens of our Tree can upgrade at will, he is as modern as the rest of us.)

This nation-specific development has made us different from other robots in a way that isn't that much unlike biological evolution in terms of how it causes us to differentiate from other types of robots - though of course it works much faster for us since we consciously direct our upgrade paths. It's as easy to tell us apart from other development trees of robots as it usually is to tell an Oriental human from a European one.

As for Megatron's paint job, he's white with black hands and trim pieces, but this is meaningless. Only fanatical loyalists usually imitate the look. Most of us prefer more vivid paint, though contrasting hands are common and plane-form citizens like to wear a wing-stripe in the same color as their hands. Of course, anyone can repaint themselves at any time if they don't like their current color scheme.

Imperator Andrus Candrin is an ethnic Kaltem. He is racially Coscivid, and belongs to the Geldican ethnic cohort.

Candrin's appearance is typical of his people: Extremely fair skin, grey-green eyes, auburn hair (in his youth) and angular features. While Geldicans are primarily Coscivid by blood, all have some Celtic ancestry.

The leaders of Vitius, whether they be the noble and high Emperor, or the low and unnoticed councilman, have traditionally been white. However, those of traditional oriental race (the race originally in Vitius before our founders) have been on the rise in popularity. Also, de-facto laws, hardly mentioned nor brung up by the federal government, are in place to prevent citizens from other races for running for any office. Yet, the Native Acts, enacted four years ago, make it far more easier for oriental races to run.
