The New Rules Revised:

The Welfare Nation You Name It you provide it. So what do you provide? You can be creative in the service or social programs your nation provides. You may offer details of how it works. You may offer details of how it can be financed by the government, private sector small or major corporations, social organizations or the people as taxpayers. Include tax rates or fees if applicable.

If you provide nothing, you may post nothing.

The Welfare Nation provides free education, health care and welfare to all its residents, citizens and legal immigrants. A direct set tax for all its services and social programs.

nearly all cameroi villages and neighborhoods, have a place where you can pick up a free bag of groceries as often as you need it. everything in it will have been produced locally. some have community kitchens instead, where one is also invited and encouraged to participate as well as partake. some, many, have both. the land is not privately held, so it is possible to grow your own without having to indenture yourself to do so. pretty much any place someone else isn't already using, what you plant, as with where and how you shelter, as long as you're not parking yourself to close to anyone else's, will most likely be respected. primary education is completely free, as is most local transportation. there are free workplaces called craftufacturing centers, that work a lot like public libraries, and places where anything can be traded for anything, called mathom houses. these, along with free shelter that people who enjoy building it do for the enjoyment (and community honor and appreciation) of doing so. most people prefer to build their own, because that's how cameroi are, its kind of culture of do it yourself hobbyists, though the point is also, that no one has to, and some don't. and when it comes to building things on your own, pretty much anything you find in nature is fair game to build with, and a lot of lightly proccessed things, like basic lumber, are freely available as well. also the data net is completely free, and hardware with which to access it can often be found and traded for at the mathom house. there are community gardens that have both individual and communal areas, to each person's individual taste.

cameroi a nation and as a culture, trusts the boredom of doing nothing, along with the prestege of creating beauty for everyone, to motivate everyone into doing something. and it works. the few who seem immune to this, are under no real pressure nor condemnation. but the rewards and easy availability of means, make it possible for no one to have to depend entirely on others.

we have found this stress free way of life far more gratifying, then the evancent gratifications and incentives of symbolic value.

everyone has one or more things they enjoy doing, and by their enjoyment of doing it, are able to contribute to the resources avail to others, with which to do likewise.

Healthcare is free for all. We also provide jobs to those who need it, and give unemployed persons some money until we can. After too long, we just put them in the military. We're all for helping those in need, but they have to be willing to work with us.

The state provides very little. Actual financial benefits are reserved only for the elderly, the veterans, and the heavily disabled. Those who are just unemployed but can, in theory, work, have to make do with privately-run charity job centers and the like. Education for the most destitute is paid by vouchers (being as otherwise the entire education system is privatized), and particularly exemplary students may also apply for state vouchers for continued studies. In some cases healthcare (likewise, otherwise fully privatized) is paid from the state pocket, such as emergency and most minute care for the most destitute. In all other cases social security is handled by charities, voluntary mutual aid societies and private insurance as well as other forms of private initiative. Government handouts, like any other form of government spending, are paid for by taxes and state lotteries, fines as well as some forms of user fees for various government services; the welfare spending is generally kept low.

Here are some of the Government-funded welfare programmes in Paparian.
*Free Healthcare
-Applicable to all citizens earning less than 12,000 Najib Dollars (about 4,800 US Dollars) a year and the Government absorbs the costs of minor/major surgeries,dental,contraceptives and rehabilitation at public medical institutions only.
*Free Education
-Only for those enrolled in public schools and universities and whose parents' combine earnings are less than 12,000 Najib Dollars a year.
-Government absorbs all school fees,tuition fees and provides free school meals and education materials.
-Guaranteed housing for all students of public universities.
*Free Housing
-All first-time newlyweds with a combine income of less than 24,000 Najib Dollars (9,600 US Dollars) a year, are provided with government housing
-Also applicable to unmarried citizens earning less than 12,000
-Unemployed and homeless citizens are provided temporary shelters at Government-run shelters for first 6 months (inclusive of three meals daily and a monthly allowance of 50 Najib Dollars,or 20 US Dollars).Should they fail to find employment with the private sector,they will be assigned as garbage collectors or any other janitorial duties at government premises.Alternatively,they can be assigned as labor/concentration camp guards.
Subsidise petrol/diesel
-Applicable only to citizens earning less than 5,000 Najib Dollars (2,000 US Dollars) annually and operate vehicles with an engine capacity under 1,499cc,or motorcycles with an engine capacity below 125cc.
-under this programme,elligible recipients need only pay half of the original market price when filling up their vehicles with petrol/diesel.
*Free grocery vouchers
-Open to all households/citizens earning less than 5,000 Najib Dollars per annum.
-recipients receive a monthly voucher worth 150 Najib Dollars (60 US Dollars) to be exchanged for groceries at Government-run supermarkets only.

We have a Hay Board that buys surplus hay from local Earth pony farmers and offers it free to schools and low-income ponies. It's not much, but at least no pony starves in Equestria.

Welfare is non-existent on the federal level. Some state governments have strong welfare programs, the German states do. Other states don't or have a very weaker system. Why the German states? Because monarchist Germans pioneered the modern welfare state. We encourage to be careful to whom they give the Kronen to. There are many charities out there to help the poor, especially ones ran by the Roman Harmonist Church. Most non-German Auzkhians rely charities more so. Nowadays, some local welfare programs are being curtailed. The private charities help many to find a home and a steady job.

In Makaar, the state provides:

The welfare system is known as a 'cradle-to-grave' system; that is, it comprehensively cares for citizens from the moment of their birth until their death.
