Government

The Kingdom of Oxmark is a constitutional monarchy within a parliamentary democracy. The official head of state is the sovereign, currently King Albert III, while the head of government is The Rt. Hon. Michael Layton. As a constitutional monarchy, the power of the King is limited by provision outlined in the constitutional and most general functional power are bestowed on the Prime Minister to conduct on behalf of the sovereign. The parliament employs a bicameral system where two houses conduct the business of government. The lower house is the House of Deputies which is comprised of elected members from constituencies from around the country. The party with the most deputies is is invited to form government by the sovereign and its leader is then appointed Prime Minster. All bills must be reviewed and passed by the House of Deputies before it may become an act of parliament. Second, the House of Peers is the upper house of parliament and is composed of appointed individuals; 40% appointed by the government, 30% appointed by the sovereign, 20% appointment of hereditary nobility that have gained the support the greater Oxmark nobility and 10% appointed from the Catholic Church. The House of Peers acts a s chamber of sober second thought where the actions of the House of Deputies may be reviewed and question fairly. The House of Peers may return legislation back to the House of Deputies but not kill it.

The Prime Minister
The Office of the Prime Minister is held by the leader of the party with the most elected deputies. Appointed by the sovereign, the Prime Minister is the head of government and undertakes the majority of function power held by the sovereign. The Prime Minister sits in the House of Deputies among the Ministers of the Crown and lead the government in policy formation and initiative.
