All male citizens are automatically members of YellowApple's reserve military force and therefore armed by default anyway, and women are permitted to carry firearms on their person for self defense. Both genders are required to pass the YellowApple Firearms Basic Training Course during Intermediate Education in order to purchase and/or use a low-caliber firearm (YA Firearms Intermediate Training Course is required for medium-caliber, and YA-F Advanced Training Course is required for high-caliber and explosive firearms). Use of a weapon without proper certification, or use of a firearm with the intent of causing harm to another without sufficient evidence of necessity of deadly force for self-defense purposes, is punishable by classification as a Threatening Criminal, which results in immediate lifetime involuntary servitude (exception: if violator is under the age of 16, the parents are convicted and sentenced instead, and the child rehabilitated).

It would be a violation of civil rights to prevent a person from concealing whatever he wants wherever he wants. However, nobody in Fatatatutti carries weapons except for the military. Even the police are unarmed except when an Armed Response Team is specifically needed.

The police and military actually have no more legal rights than any other citizen for that matter, they are just professionals.

Yes, if they get an permit from the ATF or they're state's local law enforcement agency which goes into the same database as the ATF anyways. All applicants have to pass several tests in order to carry an concealed weapon, though they cannot be worn in Government buildings (Court Houses, airports, etc.) also some States or area's can ban concealed weapons.
