We always have had universal suffrage since 1917, which means everyone, regardless of any difference people have (sex, age, religion, ethnicity, culture, nationality, sexual orientation, language, economic situation, etc.), has the right to vote. It's on the Constitution.

All men have had the right to vote since the Revean Revolution.
All women have had the right to vote since an amendment to the Constitution in 1910

No. All people who aren't class 3 and above untermenschen have the right to vote in any democratic poll.

Ever since the first constitution was created when Great Kingston became a nation there has been universal suffrage. The only time that it has been a problem was when the Gralavian Union (similar to the EU) attempted to force the Kingstonian Government to give prisoners the vote. Great Kingston voted against this and after the Gralavian Union issued an ultimatum we left it in protest to their interference in state affairs.
