Due to the recent rapid increase in the numerous deaths and damages from accidents caused by individuals who text or talk on their cell-phones why they drive the highways and byways of the nation ( of which, talking and texting while driving has reach epidemic proportions, but could be curtailed if only individuals chose to use handless receiver-speaker systems to free up their hands ); the government of Goltzborg has enacted legislation which applies severe fines and penalties to those who are caught texting and/or talking on their cell-phones as they drive any vehicle on any public transportation system: roads, streets, highways, ( national, regional, local )etc.

1st Offense = 100.00 Gz ( USD )

2nd Offense = 1,000.00 ( USD )

3rd Offense = 10,000.00 ( USD )

4th Offense = Forfieture of License for 10 years;
and prison term of at least 1 year, and no more than 10 years.

Examples will be made public...for immediate effect.

The govt estimates that even with such severe fines, people will still continue to text and talk while they drive...due to addiction of the technology; however, on the plus side of the equation, revenues estimated to be collected over an annual period will more than pay for road improvements on the nation's Continental Auto Roads System ( C.A.R.S. / InterState Highway ).

Texting is not illegal while driving- damaging other's property is. Same with drunk driving, too, and cell phone use, etc.

Tsvarchi has no laws restricting drivers from texting or talking on a mobile.

At the moment the fine for using a mobile phone while driving is fixed at $9 (£82.39), but no penalty points. Hands free kits are not illegal but not recommended unless essential.

The only crime within La Capitalismus is coercion (also known as "violation of property rights", and "aggression"). Drunk driving, texting while driving, etc. are not crimes.

Driving is uncommon, as trains and walking are the preferred modes of transport within La Capitalismus. However, on what private roads and highways exist, it is the decision of the road's owner as to whether or not drunk driving and texting while driving are permitted. Usually drunk driving is not permitted (drunks are told not to enter a road when purchasing their ticket to drive), but texting while driving is permitted.

If someone drives in a dangerous or threatening manner, or causes an accident, they will face punishment. What behavior causes such a thing is irrelevant.

Texting is illegal while driving and using a cellphone is only illegal in areas where the speed limit is above 60 MPH.

We don't ticket people for doing that, but we DO expect people to not text while driving. After all, common sense is a virtue here in Saurisia.

The Road Traffic Act states:

A person commits an offence if, while driving a vehicle or while in charge of a vehicle, he operates, or allows the driver of the vehicle of which he is in charge to operate, any device or performs any action requiring the use of his hands which:
(a) is not reasonably necessary to ensure that the vehicle is driven in a safe and legal manner, and
(b) is sufficiently difficult that it might pose a distraction to the driver.


This law effectively bans the use of mobile phones, GPS devices, or other handheld apparatus. It has also been taken to ban eating, drinking or smoking while at the wheel.

The offence is triable summarily (i.e. in a magistrate's court, the lower court in the Makaarian legal system). Most of these offences are dealt with through police officers issuing a S. 40 penalty notice, also known as an on-the-spot fine, to those who are caught breaking this law; however, repeat offenders may be summonsed to court and could receive a fine of up to S. 500.

Local laws vary from city to city, but they are mostly municipal in nature. County roads and so on are still not restricted.

Military installations have a total ban on texting or talking on a phone while driving.

There are relatively few cellphones in Fatatatutti (and even fewer home phones). Also, traffic is pretty slow, so talking or texting while driving isn't considered a problem.

In any case, the Fatatatutian justice system is based on actual harm, not just potential harm, so it would be considered highly inappropriate to ban something that might cause an accident.

(iv) Making a dictation of a significant length to another person;

Using a mobile phone which is not connected to a handsfree set while not driving is illegal. If you do so, you will:

-Gain one point on your licence
-Endure a fine of up to £10000
OR
-Pay for a driving skills course, priced at £5000

Just to be clear, licences work on a points system. You get points for offences. If you reach 3 points in your first ten years of driving, you lose your licence. After those ten years, it becomes 5 points to lose your licence. If you are over 65, this is again reset to 3 points.
