Is there a process in place to oust an heir that does a shitty job of leading?

Can a son who is born as a bastard ( i.e. born out of wedlock ) ever aspire to the top leadership role of your lands and people; or instead, is such position only afforded to those who are of "pure" blood breeding ? ( take into consideration whether or not there is an heir of "pure" blood )
NOTE: Same question could / should be asked regarding a female as well.
