Local Government - either a Borough Council (urban) or a County Council (rural).

Big cities belong to a special type of Borough called a Municipality, which is divided into Metropolitan Boroughs, thus giving them a two-tier level of Local Government.

There are further divisions. Boroughs are divided into Wards and Counties are divided into Civil Parishes. They may have open town hall meetings to make decisions and often part-time community managers, appointed by the council, but no Government.

Roles: Can vets candidacy election for the parliament, monitor the duty performances of Archbishop, elect and appoint new Archbishop should there any resign or deaths of Archbishop.

2. Parliament - Centre of the Government. (President of the Parliament)
Roles: Amending national policies, ratifying and vets districts policies and treaties, and organising cabinet for the government.

3. Districts - Independent State. (Councillor)
Roles: Can propose and amend policies based on each district. Nevertheless, policies shall be submitted before Parliament to be ratified.

Officially, there's just one level: "the" government.

This is a psychological tactic to help prevent local administrators from becoming too attached to or possessive of their areas and trying to set up personal fiefdoms. It also helps keep people from putting their local area above the Nation, which can lead to bad things like separatist notions.

Internally, the two departments responsible for most day-to-day domestic government administration break things down into sectors.

Each Sector has 100,000 bots residing in it, regardless of area covered. A less-populated area may have a single sector about as big as a US county on old Earth, while a big city has several sectors; each one covering only a few square blocks.

A Sector usually is run by a combo of Domestic Intelligence and Logistics. Though DomIntel is most known for its "secret police" mandate, it's also the eyes and ears of the Government for things like the condition of the infrastructure, standards of living, and other "boring" aspects of governmental operation. Logistics is tasked with deciding what to do when the reports come in and then actually getting it done.

The national government is a corporation; however, there is an independent judiciary that upholds the constitution of the nation that puts the corporation in place. There is no legislative or executive branch beyond V&E AG.

The main sub-national level of government is the borough, although it lacks the power to collect taxes. It can establish regulation in the area under it controls, although all regulations must abide by the constitution. Unlike neighborhoods (Valeria) or cantons (Eleria), boroughs do have some protections against National Corporate influence.

The lowest level of government is called the neighborhood in Valeria and the canton in Eleria. They are essentially the same. Unlike boroughs, they can collect "dues of membership," although these are typically very low. Under the constitution, all neighborhoods and cantons are direct democracies, although they may form committees or boards directly responsible to those they serve. Any decision made by a neighborhood or canton can be superseded by the borough or V&E AG.

The Sultanate of Arubinstan is a unitary state. Though regional authorities are granted some power they are totally at the will of the federal government. Traditionally, regional authority has only been granted by the Sultan as a gift to the city marking special national events and celebration. Authority is usually given in areas of education, health care, public administration, waste management and water.
