Parliament decides. MPs have to have a salary or else they'd have to devote time to earning money.

To avoid MPs from raising it to ridiculous levels, we tie their pay to that of civil servants. So they can raise their salaries if they like, but they'd have to do it for 750,000 other people as well.

This is the system:
Deputy (National Assembly MP): Up to half of a Keeper's salary
Senator: Up to 3/5s of a Keeper's salary
Minister: Up to 1.5x a Deputy's salary
President/PM: Up to 2.5x a Deputy's salary

Civil Servants
Keeper of a Ministry: Up to 1.5x Senior Civil Servant
Senior: Up to 1.5x an Intermediate Civil Servant
Intermediate: Up to 1.5x a Junior Civil Servant
Junior: Up to 2x a Support Staff

People who work in governing positions are seen as volunteers who serve their nation and it's people. Like everyone else, governing officials are provided with the essentials like housing, food, education and medical care.

Lords are not paid, as they do not need to be. Members of the Commons are paid a salary determined by the House of Commons House Finance Committee, and approved by the House of Lords.

The salary for everyone in our nation is set to be THE SAME.
That includes Leaders.
If he was to change his salary, or anyone elses, he would have to change everyones salary.

In Novikov, MPs and members of the Premier's Cabinet receive a salary five times the national per-capita GNP, while the Premier, Leader of the Coalition, and Leader of the Opposition all receive seven times the per-capita GNP. Because their salaries are fixed to the GNP, Novikovians believe that their politicians will look more to the interests of the nation than to their own private interests (as these two overlap somewhat.)
