The People's Shogun, Sakura Fujimoto was informed of this new law earlier today, and she was reported laughing her ass off, until she ordered the man removed from her office. After the broadcast of the law's passing in a foreign nation was shown, every person in the People's Shogunate was reported to have laughed.

For the following two days, people were snickering, leading to another outbreak of trans-national laughter.

In response to this new law, all Fallout rebels guards must be placed exactly 5ft away from any set of stairs. Armed with mini guns. Anyone who decides to sit down on the stairs shall be killed. This law also applys to the Egyptian pyrmids. And everyone with a background of
stair-sitting shall be thrown in prison for a minimum of 25 years

To be fair, many nations do have obstruction of rights of way as a crime. I have no idea how much 500 kalaspi is worth, but I would say that it should be driven by intent and the degree to which the actual staircase is blocked. It does smack of micromanagement, however.

How many people actually break this law?

Actually, we changed our mind, al money raised will be used to educate people about the consequences of sitting on stairs

I wonder whats next? A 5 minute grace period after finishing a meal at a restaurant? After that, you are subject to a fine? How about fining drivers for dallying too long at a 4-way stop? Perhaps a fine for extended window shopping?
