Are escalators covered under this law, too? Or will you now have to take the fine monies raised to fund a blue ribbon panel to study the consequences of this technology?

To: The Empire of Kalaspia-Shimarata
From: The Royal Empire of Veceria, Ministry of foreign affairs, Al’verde Carlos Kraden.

Upon receiving the latest news from you nation, our king had to delay several meetings, due to a really long hysterical laughter.
After that, he smashed several chairs because of a just as long rage attack.
We demand NSD 50,000 indemnification.

Yours,

A popular book on the most ridiculous laws in other countries happens to include a reference to this one.

We wholeheartedly support this law, because it is annoying to walk down the stairs to find a group of 12 friends sitting on it and you have to walk past them and then because they are annoyed because they have to move they start insulting you and you want to kill them and GRAAJWHWNJF!!! Jankenjin build stairways with steps about two feet high and three feet deep. It's not that we have huge legs (although they are pretty long), it's that we hop rather than walk, and hopping up and down stair-steps any smaller than that is dangerous. We're not quite sure why you'd want to sit on them instead of hop; flat surfaces don't make good seats when you have a thick tail coming out of your backside. So no, we don't really see the point of this law.
Yes, we have a Factbook, for all those odd facts about this bunch of weird aliens.

To everyone else, the above reason is the reason for the law!
Kalaspia-Shimarata's flag represents the Union between K&S. The dark blue represents the sea and the light blue represents the sky. In Kalashi language considers light blue and dark blue to be different colours. England colonised, and unified K&S, between 1774 and 1953, and English, light blue and dark blue are considered to be the same colour. Therefore, the contrast between dark blue and light blue represents the union, but the differences between K&S where as blue being two but simultaneously one colour represents K&S being two, but simultaniously one entity. The opposite to the symmetry represents the unity and indipendance of K&S, whilst also representing the Kalashi culture of opposite symmetry.KS is 75% Christian, hence the cross.

Simple, they should be out making sure wackos or murders don't get their hands on a victim. The hole policy is actually ludicrous, purely asinine.

By people blocking stairways they create hazardous conditions for people walking through and are dangerous in the event of a fire. This makes perfect sense.

Well if I understand right (because there is no other earth nation in my time) all standard stair sizes must be able to have 10 people on one, and 10 on the other, 20 over all for each foot to be placed on, if there is a fire or such then sitting on the stairs is obviously not a smart idea and thus a non needed discussion.

It's still a pain in the ass if there is no fire!

Those who lack common sense shouldn't be on the streets. It is your nation's responsibility to keep people safe, not by enforcing what sensible people don't do, but by taking anyone with no common sense into rehab.
