The way I see it, if people chose to sit on staircases in their own homes we don't care.
If they chose to sit on staircases on the street it is unhygienic but we still don't care.
However, in terms of concert halls and movie theaters the story is quite different. No more tickets may be sold than there are seats and each ticket is tied to its own seat. And because of this, no one and we mean no one is allowed to sit outside of his allocated seat. Not on the stairs, not on other seats no nothing.
Furthermore, the moment the show starts the doors are locked and there is no getting out (toilet facilities are linked to the hall and not to the lobby) or getting in. If you are late than that's it.
Purpelia does not reflect my actual world views. In fact, the vast majority of Purpelian cannon is meant to shock and thus deliberately insane. Well that's definitely a waste of money. We weren't even aware that there were "consequences" of sitting on the stairs. Maybe your pants will get a bit dirty, but that's all we can think of.

I mean, if you really needed to walk down those stairs, you could just ask a few people to move? Or just walk around them?

I've been to the Sydney Opera House. There aren't many benches around there, as I recall. If you're really tired, or you're waiting for someone, it seems logical you'd sit on massive area that is left for the steps. This law screams of government tyranny.
