New Anti-Sitting on stairs laws

Due to idiots blocking stairs by sitting on them, we have introduced a nuisance fine. This is a fine for any one who sits on stairs ad blocks unless they are on their own property! Other exeptions apply. [OOC]I'll use an OOC example of an exeption, there is a consert at the Sydney Oprea House and the stairs is the only place where people can sit[/OOC]. The punishment is a MINIMUM on-the-spot fine of 500 kalaspi. The reason for this thread is that we want your opinion. Police don't actually have the right to fine you straight away. They must first give you a warning, "Are you going to move or are you going to get finned?" and they may check your ID card or passport, which, if you don't have on you, you can get finned. Other exeptions is if you are crying on the stairs, in which case, the police ask you what's wrong, lift you up and move you to nice bench near by

The only problem i'd have with this law, is that it would be a waste of law enforcement's time issuing a silly fine like that? And if a "Anti-Sitting On Stairs" department was created... :rofl:
