Some articles may contain words or phrases not familiar to people who do not know the Helladrian language. The following is a list of terms complete with their translation.

dusomme1-a husband/wife
dusomme2-a formal title of an adult when referenced through their spouse
kyrie1-formal title of any adult; equivalent to Mister/Miss/Misses (archaic)
kyrie2-formal address of any adult; equivalent to Sir/Madame (archaic)
m.-short for monomme; equivalent to Mr./Ms./Mrs.
monomme1-formal title of any adult; equivalent to Mister/Miss/Misses used universally in the empire and abroad

Helladric Peace Corps Deployment Parameters

Missions
First Mission: Foster good will amongst other nations and peoples by humanitarian and peacekeeping duties.
Second Mission: Engage in relief roles or roles to support the military as appropriate in times of National Emergency.
Third Mission: Engage in the lawful self preservation of the Peace Corps forces and personnel.
Fourth Mission: Protect all qualified persons under the lawful aegis of the Peace Corps.
Fifth Mission: At all times act to preserve the lawful integrity of the Peace Corps and its responsibilities.

Convention I
Convention I fulfills the Peace Corps First Mission to foster good will amongst other nations and peoples by humanitarian and peacekeeping duties. Convention I is invoked when the Helladric Peace Corps is invited by all recognized factions in a conflict zone to administer humanitarian aid as agreed upon between the conflicting factions and the Helladric government. Under Convention I, the Helladric Peace Corps will at minimum create camps in accepted zones to house refugees and act as bases of operation. The Helladric Peace Corps will administer said zones with force in its Third and Fourth missions to engage in lawful self preservation of the Peace Corps forces and to protect all qualified persons under the lawful aegis of the Peace Corps. Under Convention I, the Helladric Peace Corps may also engage in territorial occupation and demilitarization as agreed upon by all factions recognized as having the authority to grant such a role. If even one faction refuses or revokes the occupation, the Peace Corps is bound by its Fifth Mission to either not occupy the territory, or to evacuate the territory in a timely manner as agreed upon by all factions recognized as having the authority to revoke such a role. Thirdly, Convention I authorizes the Helladric Peace Corps to enforce ceasefires within the purview of its mission if invited to do so by all factions recognized as having the authority to grant such a role. Convention I can only morph to Convention IV, never to Convention II or Convention III.

Convention II
Convention II fulfills the Second Mission of the Helladric Peace Corps to engage in relief roles or roles to support the military as appropriate in times of National Emergency. Convention II is invoked when the Helladric Peace Corps deploys to engage in relief roles or to support military operations abroad or at home. Under Convention II, the Peace Corps is mobilized as a force of medics, engineers, police, and public administrators, capable of supporting military operations and engaging in military actions against the host faction(s), though generally not used for combat. Convention II can morph into Convention I or Convention III.

Convention III
Convention III fulfills the First, Second, and Fifth Missions of the Helladric Peace Corps to foster good will amongst other nations and peoples by humanitarian and peacekeeping duties, engage in internal relief roles or roles to support the military as appropriate in times of National Emergency, and at all times act to preserve the lawful integrity of the Peace Corps and its responsibilities. Convention III is a hybrid of Convention I and Convention II, wherein the Helladric Empire engages in military operations in the same time and location as the Helladric Peace Corps is deployed. Under Convention III, the Peace Corps has all the same duties and responsibilities as under Convention I, but the Helladric military is deployed as a disputing faction. Unsurprisingly, Convention III is rarely invoked. Convention III can morph into Convention I or Convention II.

Convention IV
Convention IV fulfills the Peace Corps Third and Fifth Missions to engage in the lawful self preservation of the Peace Corps forces and personnel and to at all times act to preserve the lawful integrity of the Peace Corps and its responsibilities. In the special case that a faction does not properly voice their dissent on a Peace Corps deployment, instead opting to attack said Helladric Peace Corps deployment, presumably for the purpose of gaining a deceptive advantage over their rivals, the Peace Corps will invoke Convention IV, and consider the faction to be a rogue faction that has forfeited their legitimacy in dealings with Helladria and any host factions. Under Convention IV, the rogue faction will be considered hostile to Helladria and its national interests and any Helladric Peace Corps forces will be authorized to engage the forces of said rogue faction. Under Helladria's Second Mission, If Helladria also engages in military operations against said rogue faction, the Peace Corps is authorized to support any such operations. Convention IV can revert to Convention I upon a normalization of relations with the rogue faction. Alternatively, Convention IV may morph into Convention II or Convention III upon an appropriate level of normalization of relations with the rogue faction in conjunction with other diplomatic factors.

Parliament Defeats Multilingualism Bill

CORSYD, April 11th -
The Parliament voted on Friday to keep Helladrian as the official language of government in the Federation. Little fanfare was made of the defeat of the APP bill, but critics charge that a multilingual Helladria would bring the country together by ending the Helladrian dominance of thought and language over Bessarians and Ashrians.

"This isn't a vote deciding whether or not to allow the use of other languages in Helladria," said Prime Minister Philenn Birden. "The Parliament maintains its stance that Helladric government services are required to cater to speakers of indigenous languages."

The leader of the Populist Opposition, Serafei Yorgo, saw the matter similarly. "We are keeping the governance of Helladria simple. If someone wishes to speak in a language other than Helladrian, it is their prerogative. The law simply stands that government laws and internal paperwork use a single common language."

The author of the bill, Elke Teuner, of the Ashrian Preservation Party stated that the bill was only meant to free up the provincial and and municipal legislatures to use the language they were most comfortable with. "When the Ashrian, and in particular Bessarian populations of the Empire are managing their own affairs, it is simply unnecessary to impose a specific language on their decisions. Our governmental style is structured to favor a decentralized decision making process, rather than having all decisions made at a national level."

The World Assembly received word on the vote, and deemed that it lowered their estimation of Helladria's civil liberties, which they already place in the bottom 50% of the world. When confronted with these accusations, Prime Minister Birden scoffed, "The WA has been overwhelmed with the responsibilities they have taken upon themselves. They don't even know what was in the legislation that was defeated."

The World Assembly was unavailable for comment.

New Fighter Purchase for Helladria

Just in time for our April issue, the DoP has finally announced after the April 2011 Strategic Review that Helladric air power is lacking in critical areas. The most immediate concern is that Helladria has no stealth Air Superiority aircraft, while countries all around the world either possess or are moving to acquire them.

Secretary of Peace, Ansas Ikra said Thursday that Generals Katine and Midha who are Wing Commanders of Helladria's preeminent fighter operations are already committed to the purchase of new F-23As. Midha who commands the 96th Fighter Wing expects to purchase 18 F-23s, and another 18 F-22s to replace the 962nd and 963rd squadrons, while Katine who commands the 78th will purchase 18 F-23s and another 24 Su-35BMs to replace the 782nd and 786th squadrons.

Leftise Praske, the Chief of Staff for Helladria's Imperial Guard also committed to the purchase of 18 F-22s to subsidize the 96th's purchase order. "This represents a very serious commitment on the part of the military. Some of our air wings purchased lower cost equipment during their last upgrade cycle. A lot of people in the military and in the government believed it was the right thing to do at the time. We were wrong. Our decisions in our April Strategic Review prove that Helladria will not allow itself to be out-gunned by tyrants."

Helladria's Chief of Staff of the Air Force, General Vasikli Mara said that the most likely place for the current hardware to go is the Air Reserves, replacing much older aircraft. General Mara stated that the purchases would be attached onto foreign purchase orders, earning Helladria a much cheaper deal than creating separate orders. "We currently estimate costs to the government will total around 54 billion ducats, about 50% more than the previous purchase orders, which still have another four dozen 4.5 generation aircraft that are being built and delivered. We expect those will likely supplement our other fighter wings."

April's Strategic Review did not declare a position on whether Helladria would acquire any F-35s to supplement its fighter overhaul. When asked about any future intentions for the F-35, General Mara replied, "We're going to leave that decision to the respective wing commanders. It was critical that we maintain our air superiority, and we've accomplished that. Frankly, the Review suggests that the other air wings hold off on upgrading their aircraft until we can get a better measure of the effectiveness of the commitment we've made."
