There's no age of consent, as long as both parties are willing there's no problem. But you'll have to face the consequences if parents or siblings doesn't like it. The government simply doesn't tell the inhabitants who they may or may not have sex with.

17 - although, if both parties are 15 or 16, or the 17 year old does it with an 18 year old, the authorities turn a blind eye.

Nowadays its 21.
(The reason its 21 is because each teenager in DASHES aged 14 is given sex-drive suppressing drugs that suppresses sexuality for 7 years. We find that if we suppress teenage sexuality at this time, their academic grades go up, and the issue of teen pregnancy plummets.)
