Not all civilian deaths are equal.
If you are a soldier who only has his rifle and hand grenades, and there is a house across the street and a guy shooting at you from its window so you throw a grenade in to save your self and kill him, and than later you find out there were 10 civilians inside. That sucks, but it's acceptable casualties as it was that guy or you and you could not have known they were there.
On the other hand, if you are perfectly safe at the helm of a remotely controlled vehicle (meaning that the only thing you stand to lose is money) on the other side of the planet (meaning that the enemy posed absolutely no threat to you or your nation), mercilessly hunting down people who your government wants assassinated using high tech detection equipment and smart munitions than 1 in 5 deaths being a civilian is completely unacceptable. You have the best technology in the world at your fingertips and are under no stress, no danger and have no excuse not to use it wisely.
