The F.C.S. C.A. has officially opened applications for the consideration of consulic relations by way of the establishment of Embassies. States wishing to enter into such relations with the Commonwealth are encouraged to read the provided information and then complete an application.

The F.C.S. C.A. has clarified that it will also accept applications from states-in-exile, as well as from those with limited recognition or from self-determination movements.

Locations
It is expected that a state would open up its embassy in the capital city of Canberra. However, should a state wish to choose an alternate location this could be considered. Additionally, a state may apply to open consulates as well as their embassy, in as many cities as they wish. The main options, aside from the capital, are as follows, though this list is not exhaustive:

Melbourne - the largest city and Victorian capital
Perth - capital of Western Australia and main international transport hub
Suva or Auckland - capitals of the Pacific Territories and New Zealand respectively, better suited for Pacific states
Another State capital (Adelaide, Mt. Gambier, Brisbane, Townsville, Sydney, Newcastle, Darwin, or Albury-Wodonga)
Mparntwe-Alice, capital of the Central Territories, best for those seeking to establish indigenous relations

Regardless of the location chosen, the areas demarcated for consulic use are within walking distance from the regional seat of government and most places consulic staff would need to visit as part of their missions. Elsewise, public transport is ubiquitous, and even interstate travel via train is efficient.

Miscellanea
Applicants should take note of cultural differences when applying. For example, the issuing of diplomatic vehicles is done only on request as most passenger transport is public, foreign business and land ownership is forbidden, and permanent residence automatically confers citizenship (excepting within embassies, of course).

Outcomes
The two main outcomes of an application for consulic relations would be an approval or a denial. An approval would see the establishment of an embassy or consulate under all conditions garnered from the application.

One might also be granted an intermediate outcome. In cases where either a nation's existence is antithetical to that of the Commonwealth (by way of the multiverse), a nation's application may be approved in proviso.

The application for consulic relations submitted by the Community of Shoalhaven has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The overlap of claimed territory between Shoalhaven and the Commonwealth has been, quite sensibly, voiced within the Syndicate Assembly as a possible issue in regards to consulic relations. However, the multiversal nature of Shoalhaven has been deemed sufficiently extenuating to assuage or nullify any potential disputes of this nature. As such, the Secretariat has deemed it appropriate to confer unto the Community of Shoalhaven the approval to establish a provisory embassy in the nation's capital. The Honorable Kathleen Gadnar, her husband, and her adjunctary staff are to be afforded a most amicable welcome, with the caveat that they should attempt to avoid any and all contact with any citizens who may or may not be this realities versions of themselves. A pastry chef has already been identified, though they live in Perth and should pose minimal risk.

Regarding the Community of Shoalhaven's additional consulic requests, these two - too - have been approved in proviso. The Commonwealth will accept trade relations from Shoalhaven on the provision that the chain of production meets our standards for ethics and labor rights. The application for consulic relations submitted by the Kingdom of the Vatican States has been reviewed by the Secretariat of the Federal Consolidated Syndicate for Consulic Affairs.

The Secretariat, having reviewed all information on the Kingdom of the Vatican States as well as that included within said state's application, has concluded, in this instance, that the best immediate course of action would be to issue the Kingdom the approval to establish a provisory consulate in Canberra, should this be within its wishes. The Secretariat would welcome some additional clarifications from the incoming Ambassador Lettiere prior to or upon his arrival to Canberra - in particular as to the particularities of the kingdom's parliament and the kingdom's territorial extent. The Commonwealth is fortunate to include within itself a strong Italic community, who have elected to lead the ambassador's welcoming delegation.

The Secretariat, however, must also seek either negotiation or clarification as to the equipage of the Kingdom of the Vatican States' consulic delegation. Said delegation is welcome to utilise its own vehicles, though it is the position of this august assembly that the full fifteen heavily armoured vehicles as requisitioned in the Kingdom's application borders on the egregious relative to Australia's customs and infrastructure regarding personal vehicles. A number considered more reasonable would be in the range of up to three of this specific vehicle, with another five or thereabouts of a more conventional model. The safety and comfort of the Kingdom's delegates is not something that is want to be impacted, rather these vehicles would have a difficult time navigating, parking, and refueling within Australia, especially as a convoy.

In regards to the request for a consulic aircraft to be kept on standby for Ambassador Lettiere and his adjunctary staff, this can be arranged. It must be noted, however, that all international flights to Europe must first connect through the Fremantle International Transport Hub in Perth, Western Australia - this would include any flight between Canberra and Europe. Should this not be acceptable, one option may be to relocate any consulic mission to Perth instead of the capital.

Regarding the application for additional consulic relations, the Secretariat has decided to abstain on the approval of the non-aggression pact, student exchange program, and commercial treaties with the Kingdom of the Vatican States. In order to ensure that the enactment of these treaties is in the best interests of the Commonwealth, the Secretariat wishes for additional information before making a final decision. Our files possess little of the information on the geopolitical climate surrounding the Kingdom that would be necessary to make an informed decision on non-aggression, nor much regarding its labor laws and level of political and social freedoms that would assuage the legislative requirements for trade with a capitalist nation.

Succinctly, the following questions, answered, should provide the necessary level of information;

What is the territorial extent of the Kingdom of the Vatican States?
What degree of executive/legislative power does King Francisco wield?
Does the Kingdom's Parliament allow political parties? If so, which parties are notable and are any prohibited?
Do all of the Kingdom's workers have the freedom to unionise, organise, strike, and/or collectivise?
Does the Kingdom possess a welfare system for the unemployed (e.g. benefits, UBI, guaranteed employment, etc...)?

The Secretariat has found the provided information satisfactory and, upon review of the Kingdom of the Vatican States' application, has approved a full embassy and the specified additional consulic relations - with the usual caveat regarding imported goods. 1. Right, so both houses are divided up by provinces. In Lorrana there are 10 provinces of roughly proportional population. The Upper House (Assembly of Delegates) is divided up into 10 seats per province, so there are 100 seats. Each district is also divided into 5 districts, and each district has a representative in the Lower House which has 500 seats. The Grand Assembly (which is how both houses together are referred to) is voted through a direct IRV (instant runoff vote) by the people who live in that District or Province. Once all those seats are taken, any number of Delegates (upper house members) can run for President. They are also voted through direct IRV. So the President also serves as a Delegate usually. Also, Lorrana doesn't have any political parties. Rather, certain Grand Assembly members sometimes team up in Coalitions, but those vary vastly year to year.
