The United States for example has a national drinking age of 21. That is prohibition on alcohol to people under 21. Yet all across the nation in just about every college campus, and even most high school parties, there are drunk kids everywhere. Prohibition doesn't work.

Limbaugh Island doesn't use an inability to stop all crime as an excuse not to pursue any crime.

Nothing is perfect so does that mean nothing should exist?

It actually does, perhaps I should clarify it...
Nothing in this world is perfect... so by your logic ("Prohibition is not able to stop underage drinking completely thus it shouldn't exist") nothing in this earth should exist.

We didn't say it shouldn't exist because it doesn't work.
Works =/= perfect. Nothing is perfect, but many things work.

Alcohol laws also work - it reduces underage drinking... imagine if people could drink inside schools, how many more people would drink underage?
