Of the ~13 independents, only 2 voted in the Tribunal elections. They are similarly inactive otherwise. Almost like allowing people to become independents is a great way for prospective members to lose interest in the game.

TGing independents doesn’t help if the independents aren’t active enough to look at their TGs in the first place.

One of the primary reasons why independents become inactive in the first place is the fact that they never joined a party. Having people to guide you through getting started in the game and getting weekly reminders about the game are both motivators for activity.
