BE IT THEREFORE ENACTED, as follows:



§1 - United Nations (UN) Membership
  1. Galatea shall apply for membership in the United Nations.
  2. Galatea shall ratify and accept all United Nations treaties, charters, declarations, and obligations.
§2 - North Atlantic Treaty Organization (NATO) Membership
  1. Galatea shall apply for membership in the North Atlantic Treaty Organization.
  2. Galatea shall ratify and accept all NATO treaties, charters, declarations, and obligations.
§3 - Recognized States
  1. The government of Galatea shall recognize the following states:
    1. All member states of the United Nations.
    2. All nonmember observer states of the United Nations.

A basic bill for admission into the UN, NATO, and recognizing foreign countries. This could actually be interesting because NATO membership and recognition of Palestine are controversial.

An act to establish a minimum wage for the workers of Galatea.



BE IT THEREFORE ENACTED, as follows:



§1 - Minimum Wage
  1. Galatea shall establish a minimum wage, which will be defined as the minimum a worker must be paid an hour.

§2 - Rules
  1. The minimum wage shall be adjusted to inflation after every election cycle (OOC: 2 Months)
  2. Any employer that fails to pay their employee(s) the bare minimum will face a penalty of $10,000 per employee.

§3 - Oversight
  1. The Minister of Finance shall appoint and oversee a committee of experts which will be responsible for determining and implementing the minimum wage.
  2. If the Minister of Finance wishes to adjust the minimum wage beyond what has been adjusted for inflation, then they must consult the Senate, of which, requires a simple majority to approve.

Section 1: Definitions
Lira- Galatean Lira or Galatean Bank Note
CBG- Central Bank of Galatea
CBGAB- Central Bank of Galatea Administrative Board

Section 2: Title
There shall continue to be a central bank in the Republic of Galatea, which from now on shall be referred to as the Central Bank of Galatea, having the function assigned to it by the provisions of this bill.

Section 3: Authority
The CBG shall have the exclusive right to:
    1) Issue the Lira.
    2) Formulate and implement monetary policy with regards to the Lira.

Section 4: Administration
The powers and functions of the
CBG shall be exercised by the Central Bank of Galatea Administrative Board (CBGAB), hereafter referred to as the CBGAB, composed of six members who shall serve a term of six years unless they engage in activities or arrangements incompatible with the responsibility of their offices.

The six members are:

    1) The Governor of the CBG, who shall be the Chairman of the Administrative Board. The Governor of the CBG shall be head of a department and his appointment shall be
    subject to confirmation by the five other members of the CBGAB. Whenever the Governor is unable to attend a meeting of the Board, he shall designate a Deputy Governor to act as his alternate: Provided, that in such event, the CBGAB shall designate one of its members as acting Chairman.

    2) Three members who shall come from the private sector and have adequate experience in monetary policy. These members shall be appointed to the CBGAB by the President of The Republic of Galatea.

    3) Two members who shall also come from the private sector and have adequate experience in monetary policy. These members shall be appointed to the CBGAB by the House of Tribunes.

Section 5: Other
All banks within the Republic of Galatea will have to join the National Central Banking System (NCBS), where all banks will have to accept the Lira as legal tender as well as the position of the CBG as its legal authority.

BE IT THEREFORE ENACTED, as follows:



§1 - Marriage
  1. No individual shall be coerced into marriage against their will. Any individual found to have coerced another into marriage, whether they be a spouse, a parent, a sibling, or another relation, shall be punished with up to 10 years imprisonment and be liable for damages to the victim.
  2. Any marriage found to have been enacted through coercion shall be considered immediately null and void.
  3. The act of dowry, henceforth defined as "property or money given from one family to the other as a condition of marriage" shall be illegal. Any individual found to have received dowry shall be punished with up to 5 years imprisonment and be liable for damages to the victims.
  4. The legal age of marriage shall be 18 years of age. Any individual found to have married a minor, conspired to marry a minor, or otherwise coerced a minor into marriage shall be punished with up to 10 years imprisonment and be liable for damages to the victim. Any marriage with a minor shall be considered coerced, in accordance with Clause 1a, and any charges relating to Clause 1d will be in addition to charges from Clause 1a.
  5. Any marriage in which one or more of the participants was a minor at the time of union shall be considered immediately null and void.
  6. No individual shall take more than one spouse at a time. Any marriage found to have been enacted while one of the partners was already married shall be considered null and void.

§2 - Divorce
  1. Either party in a marriage may initiate divorce by filing papers with a local official. If they are illiterate, assistance will be provided for them.
  2. No justification shall be asked for or required for a divorce. The government may not deny a divorce under any circumstances unless there is reasonable suspicion the filer is being coerced.

§3 - The rights of children
  1. The act of female genital mutilation (FGM) shall be prohibited. Any individual found to have preformed FGM, hired the services of someone to preform FGM, or otherwise conspired to have preformed FGM shall be punished with up to 15 years in prison, and liable for damages to the victim, as well as charges of assault and child abuse.
  2. No child shall be denied education, healthcare, or other services based on their gender.

§4 - Human trafficking and prostitution
  1. Human trafficking shall be prohibited. Any individual found to have engaged in human trafficking, henceforth defined as "the coerced movement of persons", either through the exchange of money related to trafficking, the physical transport of a victim, or in any other way conspiring to facilitate human trafficking, shall be punished with up to 25 years in prison and be liable for damages to the victim.
  2. Solicitation of a prostitute shall be prohibited. Any individual found to have solicited a prostitute shall be punished with up to 5 years imprisonment and a fine of up to USD 3,000.
  3. The act of pimping, henceforth defined as "the facilitation or provision of a prostitute for a client" shall be prohibited. Any individual found to have engaged in pimping shall be punished with up to 10 years imprisonment and a fine of up to USD 10,000.

§5 - Abortion
  1. Sex-selective abortion, henceforth known as "the termination of a pregnancy on the basis of the gender of the fetus" is prohibited. Any individual found to have knowingly performed, willfully solicited, or coerced another individual into having a sex-selective abortion shall be punished with up to three years imprisonment at a fine of up to USD 2,000.
  2. Any medical practitioner found to have knowingly performed a sex-selective abortion shall have their medical license suspended.

§1 - Imbursement
  1. The annual salary of all elected members of the House of Representatives and House of Tribunes (including Speakers, Party Leaders, the Prime Minister and the Leader of the Opposition), as well as the President of Galatea, shall be pegged at the median annual salary in Galatea.
  2. The annual salary of all staff employed by the Government of Galatea in any role shall pay at minimum a living wage.
  3. The Government of Galatea will not hire contractors paid below a living wage.

§2 - Paid Leave
  1. All employees of the Government of Galatea shall have at minimum 20 days of paid vacation time per year, not inclusive of any sick leave, parental leave or paid public holidays.
  2. All employees of the Government of Galatea shall be entitled to single-day unpaid sick leave at their discretion up to a maximum of ten per year, and paid sick leave of up to 1 month with appropriate medical certification.
  3. All employees of the Government of Galatea shall be entitled to 16 weeks of paid parental leave.

§3 - Environmental Consciousness
  1. Where such installations will not damage historic buildings, all offices and buildings operated by the Government of Galatea shall be installed with rooftop solar panels where feasible.
  2. Government buildings shall provide safe bicycle racks and shower facilities to encourage alternative transport methods to motor vehicles, and where possible will encourage telecommuting.
  3. All government buildings shall have separate bins for general refuse, compost materials, and for categories of recyclables.

  6. Original - the product of an author's independent skill and effort.
  7. Joint-Authorship - a work prepared by two or more individuals, with the intention that their separate contributions be merged into a single work.
  8. Public Domain - works whose exclusive intellectual property rights have expired, have been forfeited, have been expressly waived, or are inapplicable.
  9. Fair Use - the legal the reproduction of copyrighted material for certain purposes without obtaining permission and without paying a fee or royalty.
  10. Public Lending Right - the right for authors to receive payment for the loans of their books by public libraries.
  11. New - an invention will be understood as new if it has not at any time before the priority date of that invention been made legally available to the public.
  12. Innovative Step - is not obvious to a person skilled in the art
  13. Industrial Application - if an invention can be used in any form of Industry
  14. Public Interest - the welfare or well-being of the general public
§2 - Ownership of Copyright
  1. A work is only qualified for copyright ownership if:
    1. The work is original.
    2. The work is in material form.
    3. The author is a citizen or resident of either the Republic of Galatea, or a country to which the Republic of Galatea has promised copyright protection under international treaty or convention.
    4. It is a literary or artistic work
  2. The author of a work is the first owner of any copyright in it, subject to the following
    provisions:
    1. Where a work is made by an employee in the course of their employment, their employer is the first owner of any
      copyright in the work subject to any agreement to the contrary.
    2. Where works are created by employees of government, public administration and the courts as part of their official duty they will become part of the public domain.
    3. In works of joint-authorship, all authors have equal ownership to a works copyright, excepting in cases of clause 2.b1 or 2.b2.

§3 - Rights subsisting in Copyright
  1. The owner of the copyright in a work of any description has the exclusive right to:
    1. to copy the work
    2. to issue, rent or lend copy's of the work to the public
    3. to perform, show, play or otherwise communicate the work to the public
    4. to make an adaptation of the work or do any of the above in relation to an
      adaptation
  2. Copyright in a work is infringed by a person who without the licence of the copyright owner does, or authorises another to do, any of the acts restricted by the copyright
  3. The following rights favour the author of a work, whether or not they are the owner of the copyright:
    1. to be identified as author
    2. to object to derogatory treatment of work
§4 - Duration of Copyright
  1. Copyright is automatic and does not require registration with the Intellectual Property Office
  2. The duration of copyright will extend for ten years, if registered with the Intellectual Property Office, at which point it will either
    1. become public domain
    2. or apply for a single five year extension to be granted only if the Intellectual Property Office finds it to be in the public interest.
  3. If not registered with the Intellectual Property Office the copyright will expire after five years
  4. An exception will apply to closed source software, the copyright for which will expire after five years.
  5. Copyright will expire with the death of the author.

§5 - Fair Use
  1. Any copying of copyrighted material that does not conflict with its normal exploitation and does not unreasonably prejudice the legitimate interests of the author is considered fair use
  2. This explicitly includes, but is not limited to:
    1. Commentary
    2. Criticism
    3. Parody
    4. Education
    5. Modifying software for personal use
  3. Public lending of books and e-books is also considered fair use, though the Intellectual Property Office is tasked with creating and managing a Public Lending Right Scheme to compensate authors for their potential loss of sales.

§6 - Patent Applications
  1. A working model of a patent must be submitted to the Intellectual Property Office for it to be considered patentable
  2. For an invention to be patentable it must be proved the Intellectual Property Office that it clearly:
    1. Is new
    2. Involves a significant innovative step
    3. Is capable of industrial application
  3. The invention must also not be:
    1. Obvious to someone skilled in the art
    2. Software
    3. A business method
    4. A concept
    5. A work of nature
    6. A medical diagnosis
    7. A medical treatment involving surgery or therapy
  4. Any person may make an application for a patent either alone, or jointly with others, unless:
    1. The invention is invented in the course of employment by an employee, in which case the employer must be given a reasonable chance to submit a patent application.
    2. The invention is invented by employees of government, public administration and the courts as part of their official duty, in which case the invention is not eligible for patency and becomes public domain
    3. The invention is invented by employees of government, public administration and the courts as part of their official duty and is considered a matter of national security, in which case the Republic of Galatea may apply for a patient.

§7 - Rights subsisting in a Patent
  1. A patent holder has the right to prevent others from commercially making, selling, using, or distributing a patented invention without permission.
  2. A patent is infringed by a person who without the licence of the patent owner does, or authorises another to do, any of the acts restricted by the patent
  3. The inventor has the right to be identified as the inventor
  4. If the benefit derived by the employee the relevant contract is inadequate in relation to the benefit derived by the employer from the invention or the patent then the employee has the right to monetary compensation from the employer.
§8 - Duration of Patents
  1. The duration of a patent will extend for ten years unless
    1. The invention is not brought to market within a reasonable time frame, at which point the Intellectual Property Office has the power to revoke the patent if deemed to be in the public interest
    2. A patent is deemed to have been wrongly approved, in which case the Intellectual Property Office may revoke it
  2. A patent holder may apply for up to two five year extensions to the original patent duration, to be granted only if:
    1. The industry normally requires longer than the allocated time frame to produce, commercialise and profit from an invention
    2. Maintaining the patent is judged to be in the public interest

§9 - Penalties
  1. If either a copyright or patent are infringed then the owner of that copyright or patent may seek legal redress through court
  2. If found guilty the court may order the infringer to:
    1. pay the actual monetary amount of damages and profits
    2. pay all legal costs
    3. pay statutory damages of up to [currency] 30,000 per work infringed, and extra charges of up to [currency] 150,000 for wilful infringement. The court is expected to be lenient towards those who clearly committed unknowing infringement
    4. stop the infringing acts
  3. If a threat to bring legal action for copyright or patent infringement is deemed frivolous and without merit, and has caused actual damages, then those wrongly threatened may also seek legal redress to reimburse losses and gain further compensation.

§10 - Administration
  1. This Act will create the Intellectual Property Office as the official body responsible for intellectual property rights in Galatea, this explicitly including patents and copyright.
  2. The Intellectual Property Office will be an agency under the Ministry of Finance, Commerce and Development
  3. Beyond duties already outlined in this Act the Intellectual Property Office will:
    1. Maintain an open and public registry of all copyright and patent holders, authors and inventors.
    2. Advise the Minister of Finance, Commerce and Development on matters relating to Intellectual Property

We've already applied and ratified the Charter. The only thing remaining is for the admins to tell us whether we're in or not.

We've already applied and ratified the Charter. The only thing remaining is for the admins to tell us whether we're in or not.

Consider the application successful. I'll write up something a bit more formal within the next couple days.

An act to abolish the House of Tribunes and increase the effectiveness of the government of Galatea.

BE IT ENACTED by the legislature of the Galatean Republic that:

§1 - Amendments
1. The following changes shall be made to the Government Act 2018.
a. Article I, section 3 is to be amended to read "The Senate shall consist of the House of Representatives."
b. Article IV is to be repealed and struck from the law.
c. Article V, section 9 is to be amended to read "The Senate shall possess legislative initiative in all matters except those explicitly enumerated in this Chapter."
d. Article VII, section 13 is to be amended to read "Any representative may introduce legislation within the House of Representatives".
e. References to "each House" in Article VII are to be replaced with "the House of Representatives".
f. Article IX is to be repealed and struck from the law.
g. Article X, section 27 is to be amended to read "The Senate may deny supply to a government by failing to pass a money bill."
h. The phrase "both Houses" in Article XIII, section 34 is to be replaced with "the House of Representatives".
i. Article XXII, section 47 is to be amended to read "Elections shall be held for the House of Representatives."
j. Article XXIV is to be repealed and struck from the law.
k. Articles XXV and XXVI are to be repealed and struck from the law.

§2 - Conflict
2. Provisions of this Act shall not be abrogated through implied repeal or desuetude.

§3 - Enactment
3. This Act shall come into effect upon its enactment by the Senate of Galatea.
4. The Senate of Galatea shall be dissolved upon the enactment of this Act and new elections held immediately upon passage of this act.

An act of the assembled Houses of Representatives and Tribunes of the Republic of Galatea to encourage a peaceful resolution in the land known as Israel, Palestine, or the Levant.

BE IT THEREFORE ENACTED, as follows:



§1 - Informal Name
  1. This act may be cited as the 'Israeli-Palestinian Peace Act' or 'IPPA'
§2 - Resrictions
  1. The State of Israel (Hereinafter 'Israel') and the groups fighting for Palestinian independence (including, but not limited to, the PLO and Hamas; Hereinafter 'Palestine') shall be under the following restrictions:
    1. Neither party shall engage in any act of war against one another
    2. Neither party shall restrict the right of the citizens of any nation the ability to travel into the city of Jerusalem, or into any other Holy Site within Israel/Palestine
    3. Both parties shall act, in the best of their ability, in a peaceful way with the other.
    4. Neither party shall deport, expel, or expatriate any citizens of the other party that now fall under their jurisdiction.
    5. Both parties must give citizenship or residence to citizens of the other party that now fall under their jurisdiction.
    6. Both parties must respect the sovereignty of the other.
    7. Hamas, the PLO, and other Palestinian groups must seek the establishment of a democratic Palestinian nation-state in their territory as soon as possible.
§3 - Territorial Status
  1. The 'West Bank' and some lands south of it (Shown on Figure A) shall be territory of Palestine.
  2. The 'Gaza Strip' and some lands south of it (Shown on Figure A) shall be territory of Palestine.
  3. The 'Golan Heights' shall be territory of the Syrian Arab Republic.
  4. All other territories in Israel/Palestine shall be territory of Israel

§4 - Status of Jerusalem
  1. West Jerusalem shall be territory of Israel.
  2. East Jerusalem shall be territory of Palestine.
  3. The Old City of Jerusalem shall be international territory governed by the United Nations.

§5 - Galatean Policy

Yeah, I tried to word it in §5 that this is what Galatea would want to happen. (i.e. official foreign policy)
