It is plagiarism. You can't just go around taking people's creations, making minor changes and then claiming them as your own. Especially if they're unfinished.

Yes, it is plagiarism. I am not denying it. However, this edit fundamentally alters the nature of the bill in question, and with the special circumstance of you outright refusing to allow this bill to ever see the light of day, I will happily take it up with the Admins to see whether an exemption can be made.

It's pretty rich to see you of all people berating someone for breaking the rules when you're attempting to do the same.

Trying to do it, by making bills that don't follow the rules.

This debate has gone on for quite some time, and it's quite clear to me that neither side is going to budge. So, I'm putting a moratorium on the debate over Costa's Armed Forces bill, with the following points:

Plagiarism is plagiarism. Tectonix: posting the plagiarized bill is not an offense because it was done in jest, but submitting it would be. Tectonix, you may not submit this bill without disciplinary consequences. You are welcome to write a new, different bill.

Costa Fierro wrote:No. Accept that we have a standing armed forces.

We don't. This is well-established precedent, and I believe was also stated publicly around the time of the separation crisis.

Ainin wrote:The supply in confidence and supply stands for appropriations. You need a presidential recommendation for a bill that appropriates money because the failure of such a bill would be a vote of no confidence in the government. If anyone could submit an appropriations bill, the government would literally be unable to vote against without removing itself from office, which would make no sense.

This is true.

Costa Fierro wrote:There's no choices I need to make here. This bill is either going to be passed or it is being accepted as canon.

This is not true. Going in reverse, the bill will not be accepted as canon.

The bill in its current form, specifically sections 2b through 2d, is a funding bill. Funding bills require the assent of the President in order to be submitted. Ainin is currently not willing to give assent, and so the bill as is cannot be submitted.

There are two paths here:
a) Ainin gives assent to the bill as it is currently written. The bill can then be submitted as a government bill.
b) Costa removes the three subclauses in question, and gets enough sponsors. The bill can then be submitted as a non-government bill.

Ainin has indicated that he will not give assent. If you could please confirm or deny this, that would be fantastic.
Costa, if you are willing to remove the subclauses, I imagine that people would be happy to sponsor your bill, and we can move forward on this and other bills.

If neither of you is willing to do the above actions, then we have an impasse. This is not an impasse in which the admins will intervene to force a bill through. We will retain the moratorium on unproductive debate that I have established at the top of this post.

To clarify this language, I meant, "Starting from the end of the sentence, Costa's Armed Forces bill will not be accepted as canon." Then, I proceeded to address the prior portion of the sentence.

¯\_(ツ)_/¯ -- When it comes to recommendations, I act on the advice of the Prime Minister. Should talk to Roose.

No, this is blatantly wrong for a start. It wasn't done in jest, it was a serious proposal. I could have gone to moderation about it but being the better person, I didn't. Having two admins consider this to be acceptable behaviour is not acceptable.
