Like, since when can you just ignore the rules and expect the Speaker to bring it up, even if the entire opposition co-sponsored it? I mean, it's a good bill, so I'd be inclined to support it if the appropriations where simply made as recommendations, rather than actual binding legislation. However, making them binding is a violation of GEA, which would prevent it from being considered.

An Act to reestablish the Armed Forces of Galatea in order to protect out sovereignty, our territorial integrity and to render assistance to civilians both domestic and abroad in their hour of need.

BE IT THEREFORE ENACTED, as follows:

§1 - Reestablishment

1. Hereby reestablishes the Armed Forces of Galatea in their full capacity as the armed forces of the Galatean Republic, their uniforms, regalia, traditions, branches and their role in society as a protector of the territory of Galatea, her sovereignty and her territorial integrity.
2. The branches of the Armed Forces of Galata, herein known as the Army, Navy and Air Force, shall continue to exercise their respective roles in protecting Galatea from foreign and domestic threats.

§2 - Budget

1. Hereby reestablishes the imperiative of the government to allocate an official budget for the Armed Forces of Galatea as part of overall government spending.
2. Hereby places a peacetime budget cap equivalent to 2.0% (two point zero percent) of the Gross Domestic Product.
3. Hereby permits the government to increase spending beyond this cap in times of war wherein the Parliament of Galatea has officially voted in favour of declaring war, is under threat of invasion or is being invaded.
4. Hereby prohibits debate of, or voting on, the total military budget allocated to the Armed Forces of Galatea for the coming fiscal year.
5. Hereby establishes a Defence Committee to be composed of members of the House of Representatives.
6. The Defence Committee shall hear proposals from representatives of the Armed Forces of Galatea regarding the replacement or acquisition of, vehicles, ships, weapons, ammunition, and other military equipment necessary for the Armed Forces of Galatea to function properly. The Defence Committee shall approve or reject requests for additional funding outside of the budget allocated for the coming fiscal year, in addition to approve or reject appropriate replacements and acquisitions.

§3 - Structure

1. Hereby reestablishes the structure of the Armed Forces of Galatea in terms of military formations, chain of command, military ranks, and other structures within the Armed Forces of Galatea that were abolished following the end of the military regime.
2. Hereby reestablishes executive authority over the Armed Forces of Galatea by affirming the President of the Republic of Galatea as the Commander in Chief of the Galatean Armed Forces.
3. Hereby establishes the General Staff of the Armed Forces of Galatea.
4. The General Staff of the Armed Forces of Galatea is the supreme command of the Armed Forces of Galatea. It shall conduct everyday practical administration of the Armed Forces of Galatea and act as the supreme command. In addition, it shall conduct operational planning of military operations of the Armed Forces of Galatea both domestically and abroad.
5. The General Staff of the Armed Forces shall be subordinate to the Chief of the General Staff of the Armed Forces of Galatea, who shall be appointed by the President of the Republic of Galatea.
6. Candidates for Chief of the General Staff shall be members of the armed forces who have been promoted to the rank of Major-General and have served as the respective Chief of Staff of any of the branches of the Armed Forces of Galatea prior to the disestablishment of the Armed Forces commanded by the military regime.
7. Hereby establishes General Defence Directorates.
8. The General Defence Directorates shall administer affairs regarding cooperation between the branches of the Armed Forces of Galatea on aspects of operational planning, communications, logistics, standardisation, training, finances, intelligence, and cybersecurity. These Directorates shall be subordinated to the General Staff for administrative purposes.
9. Hereby reestablishes the Ministry of Defence.
10. The Ministry of Defence shall perform the task of forming and implementing the government's defence policy and allocating the budget set aside for the Armed Forces of Galatea.
11. The Ministry of Defence shall be subordinate to the Minister of Defence, who shall be appointed by the Prime Minister of Galatea and serve as an official member of the Cabinet of Ministers.

§4 - Deployments

1. The Armed Forces of Galatea shall first and foremost act to ensure the territorial integrity and sovereignty of the Republic of Galatea. In order to accomplish this, the Armed Forces of Galatea shall hereby be permitted to conduct official military operations both within and outside the internationally recognised borders of the Republic of Galatea.
2. The Armed Forces of Galatea shall hereby be permitted to undergo deployments as part of training operations domestically within and outside of military bases, gunnery ranges and other property owned by the Ministry of Defence without the need for approval of the Parliament of Galatea.
3. The Armed Forces of Galatea shall hereby be permitted to undergo combat deployments overseas as part of international peacekeeping missions or at the request of other nations and supranational organisations subject to the approval of the Parliament of Galatea.
4. The Armed Forces of Galatea shall hereby be permitted to undergo combat deployments within the borders of Galatea in response to domestic terrorist or other subversive activities subject to appropriate declarations and with the explicit approval of the Commander in Chief of the Armed Forces of Galatea.
5. In relation to the above, the Armed Forces of Galatea shall also be permitted to undergo combat deployments in support of national law enforcement agencies under the same conditions and approval requirements as stated in the paragraph above.
6. The Armed Forces of Galatea shall hereby be permitted to undergo non-combat deployments overseas as observers to military conflicts or on humanitarian missions in response to man-made and natural disasters, conflicts or other instances requiring such deployments. These shall not be subject to the approval of the Parliament of Galatea.
7. In relation to the above, the Armed Forces of Galatea shall also ber permitted to undergo non-combat deployments within the borders of Galatea in a humanitarian capacity in response to man-made or natural disasters.

§5- Army

1. The Galatean Army shall be the official ground forces branch of the Armed Forces of Galatea.
2. The task of the Army is to respond to invasions of Galatea, domestic and foreign natural and man-made disasters where appropriate humanitarian aid can be rendered, provide personnel and humanitarian aid in peacekeeping missions, respond to and neutralise domestic and foreign terrorist threats, and to provide ground-based military personnel, vehicles, and equipment in addition to services such as logistics and communications assistance to the other branches of the Armed Forces of Galatea.
3. The current standing force of the Army shall be no larger than 8,800 personnel during peacetime.
4. The reserve forces shall be no larger than 12,500 personnel during peacetime.
5. The Army shall fall under the command of the Army General Staff, who shall administer the affairs of the Army and coordinate ground-based military operations with the other branches of the Armed Forces of Galatea.
6. The Army General Staff shall be subordinate to the General Staff of the Armed Forces.
7. The Army General Staff shall be subordinate to a Chief of the General Staff of the Army.
8. The Chief of the General Staff of the Army shall be appointed by the Minister of Defence with the approval of the President.
9. The Chief of the General Staff shall be an individual who has been promoted to the rank of Major-General within the Army, with promotions made before the fall of the military regime to be considered valid in the selection and approval of candidates.
10. The role of the Chief of the General Staff of the Army shall be to assist in military operations planning, facilitating cooperation between the branches of the Armed Forces of Galatea, to represent the Army and the Galatean Republic in military diplomacy and exchanges between friendly states, and to advise the Chief of Staff of the Armed Forces of Galatea, the Cabinet of Ministers and the President on ground-based military operations.

§6- Air Force

1. The Galatean Air Force shall be the official branch of the Armed Forces of Galatea in charge of aerial operations.
2. The task of the Air Force is to ensure the sovereignty and territorial integrity of the Republic of Galatea through the defence of her aerospace and denial of enemy air superiority, to provide logistical assistance for both the Navy and the Army, to provide assistance to law enforcement agencies and the Navy in protecting and patrolling Galatea's territorial waters and Exclusive Economic Zone, to provide assistance to law enforcement agencies and the Navy in conducting aerial search and rescue operations, to provide air transportation for the President, Prime Minister and foreign important persons where appropriate, and to perform aerial evacuations of military personnel and civilians where appropriate.
3. The Galatean Air Force shall have a standing peacetime force of around 3,500 personnel, with limits subject to number of aircraft operated and operational budget.
4. The Galatean Air Force shall have a reserve force of an additional 4,000 personnel, to be called upon in the event of an invasion or other military conflict.
5. The Air Force shall fall under the command of the General Staff of the Air Force, who shall administer the affairs of the Air Force and coordinate aerial military operations with the other branches of the Armed Forces of Galatea, and to liase with the government when the President, Prime Minister or very important persons require aerial transportation.
6. The General Staff of the Air Force shall be subordinate to the Chief of Staff of the Air Force.
7. The Chief of the General Staff of the Air Force shall be appointed by the Minister of Defence with the approval of the President.
8. The Chief of the General Staff of the Air Force shall be an individual who has been promoted to the rank of Air Marshall within the Air Force, with promotions made before the fall of the military regime to be considered valid in the selection and approval of candidates.
9. The role of the Chief of the General Staff of the Air Force shall be to assist in military operations planning, facilitating cooperation between the branches of the Armed Forces of Galatea, to represent the Air Force and the Galatean Republic in military diplomacy and exchanges between friendly states, and to advise the Chief of Staff of the Armed Forces of Galatea, the Cabinet of Ministers and the President regarding aerial military operations.

§7- Navy

1. The Galatean Navy shall be the official branch of the Armed Forces of Galatea in charge of operations at sea.
2. §8- Intelligence

1. Hereby establishes the Directorate of Military Intelligence.
2. The Directorate of Military Intelligence shall be an agency of the Ministry of Defence responsible for the collection, collation, processing, and dissemination of, intelligence related to or of interest to the Armed Forces of Galatea.
3. The Directorate of Military Intelligence shall engage in foreign and domestic intelligence gathering to collect as much information as possible regarding credible domestic and foreign military and terrorist threats.
4. The Directorate of Military Intelligence shall cooperate wirth foreign and domestic civilian and military intelligence services in sharing and receiving intelligence and information relevant to or of interest to the Armed Forces of Galatea.
5. The Directorate of Military Intelligence shall be composed of members and representatives of each of the branches of the Armed Forces of Galatea, in addition to civilian personnel from the Ministry of Defence.
6. The Directorate of Military Intelligence shall be subordinate to the Ministry of Defence.
7. The Directorate of Military Intelligence shall be subordinate to the Director of Military Intelligence.
8. The Director of Military Intelligence shall administer the Directorate of Military Intelligence and advise the General Staff of the Armed Forces and the President of Galatea on credible foreign and domestic threats.
9. The Director of Military Intelligence shall be appointed to their position by the Minister of Defence.

§9- Policing

1. Hereby reestablishes the Military Police of the Armed Forces of Galatea.
2. The Military Police of the Armed Forces of Galata shall enforce both civil and military law within military bases of the Armed Forces of Galatea, in addition to non-urban properties owned by the Ministry of Defence.
3. The Military Police of the Armed Forces of Galatea shall be composed of active serving member of the Armed Forces of Galatea and shall draw their funding and equipment from that allocated to the Galatean Army.
4. The Military Police of the Armed Forces of Galatea shall not infringe on the jurisdiction of the National Police in the event of an member of the Armed Forces of Galatea on active service commit an offence outside of any military base or other property owned by the Ministry of Defence.
5. Furthermore the National Police shall not infringe on the jurisdiction of the Military Police of the Armed Forces of Galatea except in the event of a civilian committing an offence within any military base or other property owned by the Ministry of Defence.
6. The Military Police of the Armed Forces of Galatea shall be subordinate to the General Staff of the Armed Forces of Galatea.
7. The Military Police of the Armed Forces of Galatea shall be subordinate to an Inspector of Military Police.
8. The Inspector of Military Police shall be appointed by the Chief of the General Staff of the Armed Forces.
9. The Inspector of Military Police shall administer the Military Police of the Armed Forces of Galatea and advise the General Staff of the Armed Forces of Galatea on any breaches of military or civilian law broken by members of the Armed Forces of Galatea on active service. Furthermore the Inspector of Military Police shall also act as the chief liasion between military and civilian law enforcement agencies.
10. Hereby establishes Military Tribunals.
11. Military Tribunals shall act as the de facto military courts of the Armed Forces of Galatea.
12. Military Tribunals shall have the same powers as civilian courts regarding criminal trials.
13. Individuals coming before a Military Tribunal shall have the same legal representation rights as civilians.
14. Military Tribunals shall be composed of a panel of three senior members of the Armed Forces of Galatea with the rank of Colonel or above.
15. Hereby abolishes the use of the death penalty as a punishment within the Armed Forces of Galatea.

§1 - Titles

1. The President shall be entitled to use the title "His/Her Excellency" during their term as President of the Republic
2. Members of the House of Tribunes shall be entitled to use the title "The Right Honourable Tribune" during their terms as Tribunes
3. Members of the House of Representatives shall be entitled to use the title "The Honourable" during their terms as members of the House of Representatives
4. The Prime Minister shall be entitled to use the title "The Right Honourable" during their term as Prime Minister
5. The Deputy Prime Minister shall be entitled to use the title "The Right Honourable" during their term as Deputy Prime Minister

Open to criticism/thoughts and sponsors. Thought we should have a bill clearing up who gets to be called what to make things easier for everyone.

§1 - Titles

An Act to reestablish the National Police of Galatea in order to enforce the laws of Galatea, to protect our citizens and to render assistance to those in need.

BE IT THEREFORE ENACTED, as follows:

§1 - Reestablishment

1. Reestablishes the National Police of Galatea for the explicit purpose of enforcing the laws of Galatea, to protect our citizens and to render assistance to those in need.
2. Reestablishes the policing districts, ranks, chain of command and departments present in the National Police of Galatea prior to their disestablishment.
3. Reestablishes the network of police stations, jails, training institutions and other institutions, establishments, buildings and properties owned by the National Police of Galatea at the time of disestablishment or the Ministry of Justice.
4. Reestablishes the jurisdiction of the National Police of Galatea as being all public and private property within the internationally recognised sovereign borders of the Republic of Galatea.
5. Furthermore makes an exception to the above statement for diplomatic embassies of sovereign nations located in Galatea in addition to military bases, gunnery ranges and other properties owned by the Ministry of Defence.

§2 - Budget

1. Mandates that the Ministry of Justice reestablishes a budget for the National Police of Galatea in order to provide wages for the officers and staff, to provide maintenance and upkeep of buildings, prisons, vehicles and equipment, and to provide pensions for retired police officers.
2. Clarifies that the budget for the National Police of Galatea is to be drawn from the budget allocated to the Ministry of Justice.
3. Reestablishes the National Police Pension Fund for retired police officers and widows of deceased police officers.
4. Mandates that acquisitions of equipment and properties that are officially purchased through legal channels by the Ministry of Justice for the National Police of Galatea shall not be scrutinised by the Parliament of Galatea.
5. Hereby allows the National Police of Galatea to sell seized property that has been forfeited to the National Police of Galatea to the general public at organised auctions.
6. Hereby allows the National Police of Galatea to retain physical money that has been seized and forfeited to the National Police of Galatea.

§3 - Powers of Detention

1. Hereby allows the National Police of Galatea to detain individuals who have been suspected of committing a crime, reported to have committed a crime by a member of the public or who have been witnessed by an active duty police officer committing a crime.
2. The National Police of Galatea shall detain individuals for a maximum of 72 hours without being charged of a crime.
3. The National Police of Galatea may detain a person the maximum detention period through a court declaration allowing them to do so.
4. The National Police of Galatea must present a convincing argument that they have credible reason to do so, i.e they are close to obtaining evidence that may lead to criminal charges being laid.
5. The National Police of Galatea may not arbitrarily detain individuals who have not committed crimes, who have not been reported to have committed a crime, or an active duty officer has not witnessed them commiting a crime.
6. Officers who are detaining individuals must state why the individual is being detained.
7. Officers who are detaining individuals must state that the individual being detained is not under arrest.
8. Records of detention must be kept by the National Police of Galatea. Detentions must not be added to the criminal record of individuals.

§4 - Powers of Arrest

1. Hereby allows the National Police of Galatea to arrest individuals who have committed a crime or on reasonable grounds that a person has committed a crime, or is about to commit a crime.
2. Clarifies reasonable suspicion as "a reasonable amount of suspicion, supported by circumstances sufficiently strong to justify a prudent and cautious person's belief that certain facts are probably true".
3. Furthermore allows active duty officers of the National Police of Galatea to arrest individuals in possession of illegal contraband, narcotics, weapons or other property in contravention of relevant laws within the Civil Code.
4. Active duty officers who are arresting individuals who have committed a crime, are arresting individuals on reasonable grounds of committing a crime or individuals who are in possession of illegal, dangerous or otherwise offensive property and other such articles must read the individual their rights, including the right to remain silent and the right to legal representation.
5. Active duty officers who are making an arrest of an individual are required to verbally state what crime the individual has committed.
6. Active duty officers who are making an arrest of an individual may use physical and non-lethal force if an individual is resisting arrest within reason.
7. Clarifies within reason as "force that does not unduly cause injury or other harm to the individual".

§5 - Powers of Custody

1. Hereby creates the legal ability for the National Police of Galatea to place individuals in their custody.
2. Active duty police officers may place individuals into their custody if the individual is a legally-defined child who is lost, an individual who is about to cause injury to themselves or others outside of committing criminal activity and other instances where an individual may be put at risk to health and life.
3. Active duty police officers have full discretion to make the decision to place someone in custody independent of court-issued permission.
4. Individuals in the custody of the National Police of Galatea may be permitted to be kept in the custody of the National Police of Galatea for up to 48 hours before being released from custody.

§6 - Powers of Search

1. Hereby grants permission for the National Police of Galatea to search individuals and the property of individuals, companies, and institutions for evidence that links inviduals, companies, orgqanisations, and institutions to a crime, further evidence proving their culpability, or to search for illegal property, contrabant and other such offensive items, property and articles.
2. An active duty police officer may search an individual's clothing on the grounds of reasonable suspicion that an individual has committed a crime, that an individual is about to commit a crime or that an individual has been witnessed by an active duty officer committing a crime.
3. An active duty police officer may search an individual's vehicle on the grounds of reasonable suspicion that an individual has committed a crime, that an individual is about to commit a crime, or that an individual has been witnessed by an active duty officer committing a crime.
4. Any items of interest to the active duty police officer conducting the search may be seized immediately.
5. Furthermore adds to the above that no court-issued search warrants are required for an individual to have themselves or their vehicle searched.
6. The National Police of Galatea may search the property of an individual, company, organisation or institution in order to find evidence of a crime being committed, to further an ongoing investigation into an individual, company or institution suspected of having committed a crime, or to seize property and finances of individuals, companies and institutions known to be committed crimes or have committed crimes.
7. Searches of property belonging to an individual, company, organisation, and institution must be legally carried out with a search warrant obtained from a court of law.
8. The National Police of Galatea must justify the search and present a compelling case to the court explaining why they are conducting the search and how it will benefit the prosecution of an individual, company, organisation, or institution or contribute to the safety of the citizens of Galatea.
9. Any items of interest or targeted property and finances of interest to the National Police of Galatea may be seized immediately.

§6 - Powers of Seizure

1. Hereby allows the National Police of Galatea to seize property and finances of individuals, companies, organisations and institutions during searches of an individual's body and vehicle, or searches of property belonging to an individual, company, organisation or institution.
2. Property and finances that are seized may be used as evidence in a court of law.
3. Property and finances that are not used in a court of law but are otherwise illegal may be sold on by the National Police of Galatea or disposed of in an appropriate manner.
4. Individuals, companies, organisations, and instututions may forfeit property to the National Police of Galatea if that property is seized.
5. Forfeiture of seized property may be granted by court ruling or if an individual that was in possession of, or had property seized that belonged to them, is sentenced to prison.
