Up until the reformation era in the Cold War, we treat our poor citizens just as bad as foreign poors coming into the country. Since most immigrants at the time came from non-Latin countries, and are often of the lower class seeking better life, the elites of Borgovia begin seeing Germans, Russians, Irish, and Polish immigrants as disgusting poor people who can be exploited to premature death since they're seen as disposable.

However, Chinese, Levant (includes Jews, Turks, and Greeks), and Latin poor are treated slightly better since they at least have a mercantile history and stereotyped as having high return on investment, so the Corporate Republic often pour money on their education believing they're more likely to become Middle Class or higher compared to those outside that demographic. Still racist, but not as racist as Britain, France, or United States, but rather, very Classist. A rich black man in the 1800s can kill a poor European immigrant and get away with it simply because the rich black psychopath, as long as he's not hurting the wealthy or middle class, has a higher Return on Investment than the poor when it comes to letting them be above the law. A rich white man can kill a poor black man and can still get away with it, because he's rich. We need him to make Borgovia richer, fuck the poor, just find another homeless poor person to take their job if you kill one.

In the 1950s, that extreme plutocracy was strangled to death, Borgovia's a lot more humane now, and its people ashamed of its Corporate history.
