New Wolvers used to have maximum security jails before the "Dignity Act", and it didn't solved the crime problem before the act. Reports were of tortures, inhumane conditions and - in extreme cases - even executions by officers.

Okay, so everyone knows that Zitravgrad's administration is known as "the Kremlin". But, surprise (not), there is more than one "Kremlin" in Zitravgrad. Kremlin is a kind of fortified complex in the center of many important cities in Zitravgrad. There are about seven Kremlins in the country, but the best-known ones are Providenska Kremlin (the one with the Chairman's Office), Svarevna Kremlin (a zone north of Providenska) and the Kasgalamov Kremlin (southernmost administration zone, this one is not 100% intact).
