The truth is she doesn't feel like she has to, with the pink years fresh in memory the council won't dare to fire her. With the royal guard (and thus also the police force) under her command she already helds most relative power. Lucy may be the one making the decrees but without the royal guard the judicial and executive force within Katsur will collapse. In addition she gets to interpret the laws and only the royal council or Lucy can tell otherwise.

Now back to the question, as it is right now. In the public consciousness when something goes right in Katsur it's the result of an effective royal guard. When something goes wrong it's Crown Princess Lucy's fault and the council has to bend backwards to appease to Anna Sabilline to convince her not to unsettle the political balance. In other words all negative publicity by default goes to Lucy an advantage she'd have to sacrifice to be Empress.

As Vampires are simply an offshoot from Homo sapiens, Vampires can enjoy normal food perfectly well.
