      f. The Attorney General shall have the authority to order the arrest and detention of any individual in Fernão under the terms of an Interpol red notice.
      g. A complete and credible extradition request must be received and certified by the Department of Foreign Affairs within seventy-two (72) hours of arrest for the indefinite extension of the suspect's detention, failing which they must be released.
      h. Any person facing extradition proceedings shall have the right to appeal their expulsion to the District Court of Federal Claims.
      i. No person shall be extradited who—
      a. is wanted for chiefly political or discriminatory reasons in a manner unsupported by international human rights law;
      b. has the status of internationally protected person;
      c. will not, on the balance of probabilities, receive treatment in line with international human rights law during their trial or sentence;
      d. runs the legal possibility of facing execution upon repatriation.
      j. Upon waiver or exhaustion of their appeal, the individual may be released to the custody of the requesting state at the discretion of the President.

I second the amendment.

"The Majority Leader misunderstands me, Mr. President. The president pro tempore, by all reasonable definitions, did not have any nefarious intentions, and probably was just ill-versed with our Senate Standing Rules — however, I will note the moment when the Majority Leader stated that a mistake of the presiding officer was 'most likely a slip-up.' My support of both the Criminal Code and amendment to the Standing Rules still stands, Mr. President."

"Mister President, the determination that we were to proceed to the first reading of amendment was due to the president pro tempore mistakenly proceeding to the first reading of the criminal code without the amendment as he was required to do by the minority leader's motion. The first reading should have been the next order business prior to the second reading of the criminal code., but that time had passed. Still, we should proceed in accordance with the standing rules to the first reading of the amendment.

"Mister President, one could only think that if they had no knowledge of the situation. Both the Criminal Code and the Second Amendment to the Standing Rules could have been debated and voted on by now if the Majority Leader wasn't set on blocking any and all reasonable reform of the Cabinet confirmation process. We tried her committee system. It did not work. Only one committee even successfully met. President Krishnan seems to have nominated, by and large, a committed and qualified Cabinet. However, it is essential that their stances on the issues be made clear, so that this body may be informed enough to vote on them in the first place. The process must be efficient. It must be democratic. It must be open. I think that what I am fighting for now is exactly the message that the President was elected on. The people were tired of the a government so inefficient that its own committees couldn't be bothered to meet. This amendment is essential if we want our nation to be the strong and healthy democracy we know it can be."

"Mr. President, the gentleman from Miliband is sorely mistaken if he believes that his procedural amendment, which, as has been pointed out on numerous occasions, is at best minor at and at worst wholly unnecessary, is in any way more important than the need to immediately restore law and order to Fernão, which without criminal law can only be described as anarchic. No motion, no legislation and no business of any sort in this House can be more important than the criminalisation of murder and violence. I call on the Minority Leader to stop playing politics with the lives and safety of 18 million Fernese and to pass the Criminal Code without delay. "

"Mr President, President Krishnan would like it known to this body that nothing should be held in a higher priority than restoring the rule of law to our nation. It is symbolic of the Vig administration, and their allies within this chamber, that they have once again missed the urgent crises our nation faces and are instead focusing on constitutional nitpicking that serves the best interests of no-one. Mr President, President Krishnan wants her Cabinet in place quickly and efficiently, but she would never put the lives and safety of the Fernaoese people above that. It's a shame the Minority Leader cannot make the same claim."

Cristovao sits in silence as the major parties argue again. This was just more evidence for why political parties needed to be banned in Fernão, other than the Phalanx. Both sides would rather score a political point against the other than get down to business.
