"My fellow Senators, I rise in support of the nomination of General Sunil Singh Panehal for Secretary of Defence. As a member of the nomination committee, I affirm my faith and belief in Mr. Panehal to properly defend our great nation. Mr. Panehal laid out a comprehensive plan to modernize our national security forces while also lobbying a sound tactical plan to respond to the despicable terror attack that racked out nation recently. My fellow Senators, the defense of our nation is the prime directive of this government and it is absurd that we must wait any longer to have a more than capable mind at the helm; my fellow Senators I urge you to put aside any petty partisan beliefs and vote in the affirmative to confirm General Panehal as quickly as possible."

"Mister President, a point of inquiry, as our colleague has said, General Sunil Singh Panehal is a ideal candidate for Secretary of Defense but we have yet to pass a resolution to authorize a military in any capacity. Should we not first pass such a measure before confirming a Secretary of Defense? Otherwise we do not truly have a Department of Defense for him to oversee."

"Mr. President, if I may, I'd like to point out that this house did not pass a bill regarding the Department of Justice and its powers, but the Attorney-General was still confirmed. This clearly demonstrates precedence for the notion that nominees should be confirmed by this house, and not have to be subjected to a rejection for the simple reason of a bill regarding their department not having passed through the Senate yet."

"Although, Mr. President, I am not advocating that this house just confirms nominees and never passes laws regarding their departments and agencies, there is no need to even consider the fact that since the department has not yet been defined, the nominee should be looked upon in an unfavourable way—this is in no way suggesting that my honourable colleague meant to allude to the notion. Not only should it not happen, but there is precedence for it not happening, and I urge all members of the Senate to not construe my colleague's words as a way to vote against our nominees."

"Just to make sure there are no misunderstandings, Mr. President, I was indeed aware that the departments were already in place from the Cabinet Act; I was speaking more along the lines of a federal policing act. Regardless, the Minority Leader is correct, and I agree with her statements."
