Well we've used parliamentary for the past five incarnations. Wouldn't be a bad shakeup from time to time.

Can the Department for Elections/an OOC gentleman's agreement make it a rule that if you seek election for the Constitutional Assembly you both IC and OOC believe in the change. The time for arguing for/against the changes will come but if you don't want the changes to be made, I think it is only fair that you don't try and sabotage the Constitutional Assembly.

This is a good idea. We of course would have trouble enforcing it, but it's a valid concern.

The Commission has agreed upon the following rules for the election of the Constitutional Assembly requested by the President.

The election shall begin at 12:00am PDT on June 27 and close at 12:00am PDT on June 30. Every Fernãoan over the age of 16 who is not otherwise prohibited by law from voting shall have the right to vote. Citizens whose residences conform to Reg. 5 contained in the Memorandum on Rural Voters shall be sent ballots by mail which must be received within one day of the election.

Ballots shall list the names and platforms, which shall not exceed 300 words, of the candidates. Voters shall rank candidates in numerical order. Numbers from the official languages of Fernão shall be acceptable. The ballot shall read at the top: "Rank each candidate with 1 being the most preferred.

The ERS97 rules shall be used for the counting of votes. Candidates shall be elected nationwide by single transferable vote. No holder of elected federal office shall be permitted to contest the election. No candidate who actively campaigns or makes public appearances shall be permitted to appear on the ballot. No write-ins shall be permitted.

I am tempted to make a assemblymen to turn the country into a confederal Republic (Best Government) but busy with preparing for college so short on time

If you don't want to participate we'll find someone else from the RGA. I know Ainin and the Fortaleza folk made an agreement on how they'll pass city laws. I'd like to try a week-ish legislative session for Maabara.

Candidate Name: Maya G. Vaishnavi
Bio: Born in a small fishing village on the island of Maabara, Maya Vaishnavi was born to a lower middle-class family. The youngest of four, she was usually given much more chores and household tasks than the rest of her siblings, though was able to juggle her home and schoolwork in a way that far exceeded both her family and peers. After graduating from high school as salutatorian with a desire to pursue the legal field, Maya was accepted into an international programme for Harvard Law School, and she moved the following year. Life in the United States was far different than her humble upbringings in Fernão, and now as she planned to return after graduating with a degree in Criminal Law, the dictatorship of Soetoro barred her from returning. Sticking to her work in the U.S., Maya acquired a licence to practice law in the country and was hired by a private law firm — in that time, she acquired a second degree in International Law. She married her husband, Utkarsh Vaishnavi, in 2010, a time in which she was now keenly aware of the conflict back home. Once the UN intervention was successful, she'd already made a name for herself as a skilled prosecutor and well-spoken whenever she interpreted both the U.S. Constitution and federal laws. A recently-formed private firm in Fernão offered her a job as their head prosecutor, which she gladly took up. Now living in Fernão and realising how much her time in the West had influenced her, Vaishnavi has remained an independent, though has voted for the RGA in the past two presidential elections. However, she did side with the Civic Union with regards to crime and the need to better mend the partisan divide in the country — the best way to do just that, she thinks, is to remake the Constitution.
1-2 Paragraph Platform: Maya Vaishnavi will ensure that a parliamentary democracy comes to Fernão. The presidential system of our early years have been an interesting experiment, no doubt, but it is clear it has not been successful. The Senate barely has enough time to confirm the president's cabinet and pass legislation at the same time, and with the deep divisions between the RGA and Civic Union, it's no wonder there's gridlock in the Senate. The RGA is not being obstructionist when it wants to thoroughly vet the president's candidates, nor is the Civic Union being against democratic procedure when it wants to make the Standing Rules more efficient —
the fault lies with the system, and the system is based on the Constitution.

Parliamentary democracy will address these issues of gridlock head-on, to bring Fernão into a better and more efficient state of governance. On a smaller note, Vaishnavi plans to grant slightly more power to the federal government, notably granting it the right to issue licences along with the States and Free Cities for government programmes that may require that. All in all, Vaishnavi is ready to give Fernão what it so desperately needs for this country to become the thriving first-world nation that it is destined to be, and only needs your vote to make it happen.
