Well, there's no recorded list of independents anywhere to my knowledge. It would be very difficult to track them all down. Either way, most independents tend to (not always, but often) either join a party or become inactive quite quickly. I don't think the big picture is too heavily affected.

Really the whole point of requiring a super majority to proceed to consider is to allow for consensus to built, not just to jam up the system.
